2021年是“十四五”的开局之年,也是全面建设社会主义现代化国家新征
程的极具重要性的一年,能源保供、碳达峰、碳中和成为时代热潮。回望“十三
五”时期,供给侧结构性改革取得显著成效,以化解煤炭产能过剩而实现脱困发
展为主线的煤炭行业,产业结构优化取得阶段性成果,智能化矿山、生态文明建
设稳步推进,安全生产工作、经营体制改革取得重大成果,煤炭市场的主题已经
由“去产能”改为“煤炭保供”,2022年煤炭消费会小幅增长,煤炭价格会震
荡波动,总体来说,依托有效的国家政策调控,煤价将在合理区间运行。煤炭行
业也正朝着为人民美好生活提供安全、经济、清洁、高效能源的方向科学健康发
展。
BT能源公司作为国家能源集团旗下的一家主营煤炭的中大型能源集团公
司,长期以来,发展过程中一直遵循着“资源—产品”的发展模式,安全生产基
础薄弱、煤矿专业技术人员缺乏、资源接续不足等问题一直困扰着企业的发展。
本文以BT能源公司为研究对象,运用文献研究法,实地调研法和比较分析法,
用发展战略等相关知识,探讨在经济发展新常态之下,传统能源企业如何克服当
前因机制体制、资源开发利用、安全生产等自身情况带来的一系列问题,制定科
学、高效、符合行业未来发展形势的企业发展战略。本文运用PEST模型、波特
五力模型分析,对BT能源公司发展外部宏观、行业环境进行充分分析,进而对
公司拥有的资源与能力深入分析,又通过SWOT分析,识别出BT能源公司发展的
外部机会与威胁,内部优势与劣势。在此基础上,提出增长型战略中的前向一体
化发展战略,并从制度、技术、安全、建设运行、人才、企业文化等方面详细论
述了保障措施。
本文从BT能源公司的实际出发,根据其公司特点制定了适宜的发展战略,
为其安全高效、绿色发展指明了方向,从而有利于其提升企业核心竞争力,并为
其他同类煤炭企业提供了一些参考。

ABSTRACT
2021 is the first year of the "14th Five-Year Plan", and it is also a
very important year for the new journey of building a modern socialist
country in an all-round way. Energy supply, carbon peaking, and carbon
neutrality have become the craze of the times. Looking back at the "13th
Five-Year Plan" period, the supply-side structural reform has achieved
remarkable results. The coal industry, which focuses on resolving excess
coal production capacity and realizing development out of difficulties,
has achieved phased results in industrial structure optimization, and the
construction of intelligent mines and ecological civilization has steadily
advanced In 2022, coal consumption will increase slightly, and coal
prices will fluctuate. Generally speaking, relying on effective According
to the national policy regulation, the coal price will operate within a
reasonable range. The coal industry is also developing scientifically and
healthily in the direction of providing safe, economical, clean and
efficient energy for people's better life.
As a medium-to-large coal-focused energy group company under the
National Energy Group, BT Energy has been following the
“ resources-products” development model for a long time in the
development process. Problems such as insufficient connection have
always plagued the development of enterprises. This article takes BT

Energy Company as the research object, uses literature research method,
field research method and comparative analysis method, and uses relevant
knowledge such as development strategy to discuss how traditional
energy enterprises can overcome the current mechanism system and
resource development under the new normal of economic development.
Taking advantage of a series of problems brought about by its own
conditions such as safety production, etc., formulate a scientific, efficient
and enterprise development strategy that is in line with the future
development situation of the industry. This paper uses the PEST model
and Porter's five forces model analysis to fully analyze the external macro
and industry environment of BT Energy's development, and then conduct
an in-depth analysis of the company's resources and capabilities. Through
SWOT analysis, it identifies the external development of BT Energy.
Opportunities and threats, internal strengths and weaknesses. On this
basis, the forward integrated development strategy in the growth strategy
is proposed, and the safeguard measures are discussed in detail from the
aspects of system, technology, safety, construction and operation, talents,
and corporate culture.
Starting from the actual situation of BT Energy Company, this article
formulates an appropriate development strategy according to its
characteristics, and points out the direction for its safe, efficient and green
development, which will help it to enhance the core competitiveness of
