摘要
A通信设计院创建于 20世纪 50年代,深耕建设通信网络数十年,致力于信息化服
务行业,是一家综合实力在全国同行业位居前列的高新技术企业。A通信设计院历经 70
多年的洗礼,已成为中国通信行业设计领域的骨干企业之一,属于领先的设计咨询企业
和技术服务提供商。在智慧城市、大数据、云计算等新兴高新技术领域涌现的大背景下,
伴随着三大电信运营商的发展转型,对 A通信设计院产生了巨大影响,导致业务类型发
生了很大的变化,由通信设计向更广阔的智慧城市信息化发展,制定企业战略也要跟随
步伐做出调整。本文在智慧城市的背景下研究了 A通信设计院的竞争战略规划,为类似
于 A通信设计院的传统通信设计服务企业制定竞争战略提供了一些思路,并寻找深化
这些传统通信设计咨询服务公司的改革有效方法。
本文首先阐述了该研究的背景和意义,在对相关国内外研究现状概述的基础上,介
绍了本研究的研究线索和研究框架,深入剖析了 A通信设计院当前所处的宏观环境和
行业竞争环境,并从企业组织架构、人力资源、技术水平和业务与客户现状等方面对 A
通信设计院内部经营状况进行了分析。在此基础上,运用 SWOT分析模型对 A通信设
计院的竞争战略制订,并对所涉及的各种内外影响因素进行了客观评价,做出战略选择。
提出了差异化竞争战略的几点实施措施,并从组织结构、人力资源、财务规划、风险管
理、企业文化等方面提出了竞争战略的实施保障。

Abstract
A communication design institute, founded in the 1950s, has been deeply engaged in the
construction of communication network for decades. It is committed to the information service
industry. It is a high-tech enterprise with comprehensive strength in the forefront of the same
industry in China. After more than 70 years of baptism, a communication design institute has
become one of the backbone enterprises in the design field of China's communication industry.
It is a leading design consulting enterprise and technical service provider. Under the background
of the emergence of emerging high-tech fields such as smart city, big data and cloud computing,
with the development and transformation of the three major telecom operators, it has had a great
impact on a communication design institute, resulting in great changes in business types. From
communication design to broader smart city informatization, the formulation of enterprise
strategy should also follow the pace and make adjustments. In the context of smart city, this
paper studies the competitive strategic planning of a communication design institute, provides
some ideas for traditional communication design service enterprises similar to a communication
design institute to formulate competitive strategies, and looks for effective methods to deepen
the reform of these traditional communication design consulting service companies.
Firstly, this paper expounds the background and significance of the research. Based on the
overview of the relevant research status at home and abroad, this paper introduces the research
clues and research framework of this research, deeply analyzes the current macro environment
and industry competitive environment of a communication design institute, and from the
perspective of enterprise organizational structure, human resources This paper analyzes the
internal operation of a communication design institute from the aspects of technical level,
business and customer status. On this basis, SWOT analysis model is used to formulate the
competitive strategy of a communication design institute, objectively evaluate various internal
and external influencing factors, and make strategic choices. This paper puts forward several
