摘 要
由于传统粗放农业多以大量牺牲生态环境为代价,因此在发展过程中不断被高效的
现代集约型农业所替代。加之我国经济水平与农业现代化水平的不断提高,农业科技园
区便应运而生。在国家政策的支持与引领下,我国农业科技园区数量、规模虽不断扩增,
但发展、运行模式中存在的问题也日益突出。如园区内涉农企业经济效益低下、科研机
构科研绩效不足等,其根本原因是涉农企业与科研机构之间欠缺合作,致使本就匮乏的
技术创新资源分散,难以形成持续创新合力。因此,如何激发各个主体的创新活力、促
进主体紧密合作显得尤其重要,而其背后的关键问题就是两个主体如何实现价值共创。
本文在理论上探究了农业科技园区中企业与科研机构价值共创机理,建立由涉农企
业、农业科研机构构成的高阶系统动力学模型。在实践上,基于 BM农业高新技术产业
示范区数据,进行模型仿真以及结果的分析,对我国农业科技园区价值共创模式的推广
与优化提供相应的合理化建议,以实现园区总价值的稳步提升。
本文对农业科技园区三种运营模式,即企业自主研发模式、企业无研发模式、价值
共创模式进行优劣对比之外,还得出以下结论:(1)价值共创模式下,涉农企业与农业
科研机构之间存在最优且饱和的交互频率,使企业价值和科研机构价值最大化。(2)企
业自主研发成果产出率、企业自主研发成果转化率、科研机构成果转化率是企业价值的
重要影响因素,而其他外在影响因素如政府资金投入无法对非营利性科研机构研发活动
起明显推动作用。(3)价值共创模式下,企业研发资金投入越高,企业价值也相应提高。
但过高的企业研发资金投入会因园区总研发水平的限制而出现资金转化效率低,甚至资
金的浪费。且由于科研机构与企业科技创新能力、科研水平的差异,企业价值增长率会
出现下降情况。(4)价值共创模式下,政府对科研机构资金支持水平提升对科研机构价
值提高具有明显正向影响,但随时间推移,科研机构价值对政府资金支持敏感性逐渐下
降。但是政府对科研机构资金支持水平提升也会减少企业自主研发活动,最终导致企业
价值下降。

Abstract
Since the traditional extensive agriculture is expected to sacrifice the ecological environment
as the cost of sacrificing the ecological environment, it is constantly replaced by efficient
modern intensive agriculture in its development. In addition, China's economic level, the level
of agricultural modernization is continuously improved, and the agricultural science and
technology park came. In the support and leadership of national policies, the number and
scale of China's agricultural science and technology parks are increasing, but the problems in
the development and operation mode are also increasingly prominent. If the economic bene-
fits of agricultural enterprises in the park, the research institutions are inadequate, and the
fundamental reason is that there is a lack of cooperation between agricultural enterprises and
research institutions, causing the lack of technological innovation resources to be scattered,
difficult to form Therefore, how to inspire the innovation vitality of each subject, and promote
the close cooperation of the subject, and the key issue behind it is how the two main body
achieve value.
This paper theoretically explores the value co-creation mechanism of enterprises and scien-
tific research institutions in agricultural science and technology parks, and establishes a
high-order system dynamics model composed of agricultural enterprises and agricultural sci-
entific research institutions. In practice, based on the data of BM Modern Agricultural
High-tech Industrial Park, model simulation and result analysis are carried out to provide cor-
responding reasonable suggestions for the promotion and optimization of the value
co-creation mode of China's agricultural science and technology parks, so as to realize the
steady improvement of the total value of the parks.
In addition to comparing the advantages and disadvantages of three operation modes of ag-
ricultural science and Technology Park, namely enterprise independent R&D mode, enterprise
non R&D mode and value co-creation mode, this paper also draws the following conclusions:
(1) under the value co-creation mode, there is an optimal and saturated interaction frequency
between agricultural enterprises and agricultural scientific research institutions, so as to
maximize the value of enterprises and scientific research institutions. (2) The output rate of
independent R&D achievements of enterprises, the conversion rate of independent R&D
