人力资源是促进企业获得核心竞争力的重要要素,它可以促进企业经济效益以及经济
增长。因此近十年中国人力资源服务业也得到了很大的发展,未来人力资源服务外包行业
也将继续保持高速增长态势。
随着经济环境的周期性变化、主要发达国家和人口数量庞大的中国都面临着老龄化、
新生代劳动者的人口构成和诉求都发生巨大变化。而人力资源外包将成为解决企业招工和
成本等问题的有效途径,这也将使人力资源外包得到企业普遍认可。同时,顺应经济形势、
劳动力市场的变化,人力资源外包也要与时俱进,不断推出符合人性、符合市场、符合技
术变化(如人工智能)趋势的新型人力资源服务模式,比如当下比较符合年轻人和高端人
才需求的灵活用工。
在国内发布的政策指导下,各省市逐步出台了人力资源服务行业专项政策。一些地方
政府甚至通过资金投入和政策扶持,使人力资源服务业在产值和经营水平上得到了快速发
展,也使人力资源服务行业环境更加开放、公平、诚信和有序竞争。在国务院中央政府和
地方政府的共同努力下,人力资源服务行业不断迈上新台阶,行业规模也在不断扩大,产
值逐年快速提升并不断屡创新高。随着我国人力资源服务业的快速发展,新模式、新业态
的出现,服务产品的日益丰富,以及云计算等技术发展带来的更加灵活的工作方式和岗位
要求,人力资源服务业将在未来不断升级未来。
安徽 JT人力资源有限公司是一家在人力资源行业内及国内人力资源行业都具有代表
性的人力资源服务公司,目前,公司主营业务是为长三角地区企业提供专业的人力资源服
务。本文以安徽 JT人力资源有限公司为研究对象,分析其 JT公司的发展战略。
本文首先论述了企业战略与人力资源外包的相关理论,为研究奠定了理论基础。其次,
分析了安徽 JT人力资源有限公司的内部发展现状,包括公司概况、主要产品、财务状况
和公司能力。运用 PEST、五力模型和 SWOT分析方法对安徽 JT人力资源有限公司的外部
环境和内部环境进行了分析,制定 JT公司发展远景、使命、价值观、战略目标和战略定
位,并对战略选择进行了 SWOT分析,得出营销战略方案的选择:市场渗透战略,进行差
异化营销、市场发展战略,在营销渠道上实现多元化、针对市场产品战略来说,客户的体
验感由于 C2B模式而得到了提升。战略的实施方案就是:战略实施规划、人力资源发展战
略、信息技术资源发展战略、产品体系发展战略、关系营销发展战略、品牌建设发展战略、
竞争与合作联盟战略等措施,并通过优化组织架构、加强经营体系建设、加强信息化建设、
加强风险防控体系建设、推进企业文化建设等措施为 JT公司的发展战略提供保障。
虽然我国人力资源服务外包行业相较西方发达国家其发展历程不长,现有的人力资源
管理相关理论较大一部分为国外引进,这些引进理论与我国国情有着较大差异,还需进在

足,管理制度不完善,团队专业知识缺乏,内部管理结构不灵活,适应性差。因此,为了
通过本研究在人力资源服务外包方面通过理论与实践相结合,以中小型人力资源公司 JT
公司的困境与解决方案为典型案例,本文对行业内人力资源企业的战略发展进行了系统的
研究,提出了人力资源管理面临的机遇以及如何抓住机遇和未来的发展方向。除此之外,
也希望借助本论文的分析和研究能对同行人力资源公司业务发展起到一定的参考意义,并
对人力资源服务外包行业的成长起到相应的推动意义。
