YC光伏农业项目建设过程中的风险控制研究
摘要
新能源技术的开发应用是我国能源领域目前最主要的发展内容之一。光伏农
业项目的出现为解决太阳能光伏项目占地面积过大、输电成本过高等问题提供了
解决办法。近几年,我国光伏农业项目发展情况较好,多项指标达到世界第一水
平。但是由于国内光伏农业上发展时间较短,缺乏成熟化的管理经验,许多光伏
项目运营企业发展受阻。如何有效地进行光伏农业项目风险管理,提高项目投资
收益稳定性,是各光伏项目运营企业需要重点关注的问题。
本文以YC光伏农业项目为研究对象,基于全面风险管理理论、风险控制理论
等项目风险管理的基础理论,严格依据项目风险管理流程,从风险规划、风险识
别、风险评价、风险应对、风险监控五个阶段入手,对 YC光伏农业项目建设过
程中的风险管控进行了分析。研究发现,YC光伏农业项目的建设规划较为完善,
地形、光照、政策条件良好,具有较好的开发价值。但是,由于项目建设规模较
大、承建周期较长、成本较高,因此存在许多风险点。首先,基于头脑风暴法和
德尔菲法,本文对 YC光伏农业项目进行了系统的风险识别和分析。随后,通过
问卷调查法汇总计算出各风险项目的实际风险值,对 YC光伏农业项目进行了风
险评估。评估发现,成本风险、融资风险、行业竞争风险、人员风险是 YC光伏
农业项目建设运营过程中的主要风险。因此,需要通过进行严格的成本管理,采
取多元化筹资方式,创新运营模式,构建系统化人力资源管理体系和绩效考核奖
惩制度,提升企业的项目风险管理能力。其他各风险项目也会对项目的建设运营
造成一定的影响,因此均需要采取针对性的风险控制措施。另外,为了对项目建
设全过程进行集中化管控,保障风险管理质量,还需要结合大数据技术、云储存
技术、云计算技术、人工智能技术等高新技术构建智能化监管平台,设置风险监
控系统。如此一来,才能够实时了解项目建设运营情况,避免突发性风险事件影
响,还能通过智能化分析模型考察场地费用,材料价格、气象变化等诸多情况,
帮助降低项目实施过程中的各类风险。

RESEARCH ON RISK CONTROL DURING THE
CONSTRUCTION OF YC PHOTOVOLTAIC
AGRICULTURAL PROJECTS
ABSTRACT
The development and application of new energy technologies is one of the most
significant developments in the energy sector in China today. The emergence of
photovoltaic agriculture projects provides a solution to the problems of excessive
footprint and high transmission costs of solar PV projects. In recent years, China's
photovoltaic agriculture project development is relatively good, a number of indicators
reached the world's first level. However, due to the short development time on
domestic PV agriculture and the lack of mature management experience, the
development of many PV project operation enterprises is hindered. How to effectively
manage the risk of PV agriculture projects and improve the stability of project
investment income is a key concern for PV project operators.
This paper takes YC PV agricultural project as the research object, based on the
basic theories of project risk management such as comprehensive risk management
theory and risk control theory, and strictly based on the project risk management
process, starting from the five stages of risk planning, risk identification, risk
evaluation, risk response and risk monitoring, and analyzes the risk control during the
construction of YC PV agricultural project. It is found that the construction planning of
YC PV agricultural project is relatively perfect, with good terrain, light and policy
conditions, and has good development value. However, there are many risk points due
to the large scale of project construction, long construction period and high cost. Firstly,

based on the brainstorming method and Delphi method, this paper conducted a
systematic risk identification and analysis of the YC PV agricultural project. Then, the
actual risk values of each risk item were summarized and calculated by questionnaire
method, and the risk assessment of YC PV agricultural project was conducted. The
assessment found that cost risk, financing risk, industry competition risk, and
personnel risk are the main risks during the construction and operation of the YC PV
agricultural project. Therefore, it is necessary to improve the project risk management
capability of the enterprise by conducting strict cost management, adopting diversified
financing methods, innovating the operation mode, and building a systematic human
resource management system and a performance assessment reward and punishment
system. Other risk items will also have certain impact on the construction and
operation of the project, so all need to take targeted risk control measures. In addition,
in order to centralize the control of the whole process of project construction and
guarantee the quality of risk management, it is also necessary to combine big data
technology, cloud storage technology, cloud computing technology, artificial
intelligence technology and other high-tech to build an intelligent supervision platform
and set up a risk monitoring system. In this way, it is possible to understand the project
construction operation in real time and avoid the impact of sudden risk events, and also
examine the site costs, material prices, weather changes and many other situations
through intelligent analysis models to help reduce all kinds of risks in the project
implementation process.
