摘要
“十四五”规划是承前启后的重要一步，也是历史目标的重要交汇点。民
办高校的高质量发展是新时期高等教育发展的重要内容。民办高校作为影响我
国经济发展最重要的主体，必须在“十四五”规划中担负起社会责任，科学编
制和严格执行“十四五”规划，预测高校未来的发展。2021年国家针对 K12教
培监管出台“双减”新政以及民办义务教育系列规范政策，中小学教培行业遭
到严厉打击。“双减”意见涉及 K12教育和培训市场，而民办高等教育与职业
教育并不受其中条例的影响。在这种情况下，“双减”意见不仅对民办高等教
育影响不大，而且间接有利，因为它可以为学生提供更全面的高等教育条件，
从而为民办高等教育创造增长空间。因此，自从实施“双减”政策以来，高等
教育特别是民办高等教育和成人非学历职业教育已经成为资本投资新热点。
本文主要运用文献研究法、问卷调查研究法及德尔菲方法研究以下两个方
面的内容：
一、K民办高校发展面临的内部环境研究。首先，本文研究了 K民办高校
的现有概况，主要包括运营管理、师资情况、招生现状和品牌情况；其次，分
析 K民办高校现有战略执行情况及执行效果，进而分析 K民办高校现有资源和
发展能力，并判断其资源与能力的优势、劣势。
二、K民办高校发展存在的外部环境研究。首先，运用 PEST分析方法研究
K民办高校面临的宏观环境，运用五力分析方法研究 K民办高校面临的中观行
业环境；其次，结合 K民办高校现阶段的经营现状、内部和外部环境的具体情
况，对比上市前后的数据分析，运用 SWOT分析法研究 K民办高校面临良好的
政策环境、不断提升的社会需求等机会，面临高等院校之间的激烈竞争及潜在
进入者与替代型教育行业等威胁，存在地区优势、内生增长强劲、学生就业良
好等优势，存在运营管理水平不高、师资结构不合理、品牌建设落后及招生宣
传不足等劣势。
通过上述分析，提出 K民办高校的发展战略定位、战略选择、发展策略及
保障措施。首先，提出 K民办高校的战略定位、使命愿景和目标体系；其次，
确定 K民办高校发展的总体战略为 SO组合下的增长型战略与 ST组合下多元经

营战略，并确定 K民办高校发展的教育教学服务差异化竞争战略与能力培养异
化竞争战略；最后，在确定总体战略和竞争战略后，提出 K民办高校发展的运
营管理、师资资源、招生及品牌策略，并从组织、资金和设施设备方面制定保
障措施。

Abstract
The 14th five year plan is not only an important step connecting the past and the
future, but also an important intersection of historical objectives. The high-quality
development of private colleges and universities is an important content of the
development of higher education in the new era. As the most important subject
affecting China's economic development, private colleges and universities must
shoulder social responsibility in the 14th five year plan, scientifically formulate and
strictly implement the 14th five year plan, and predict the future development of
colleges and universities. In 2021, the state issued a new policy of "double reduction"
for k12 education and training supervision and a series of normative policies for
private compulsory education, which severely cracked down on the education and
training industry in primary and secondary schools. The "double reduction" opinion
involves k12 education and training market, while private higher education and
vocational education are not affected by the regulations. In this case, the "double
reduction" opinion not only has little impact on private higher education, but also
indirectly benefits, because it can provide students with more comprehensive higher
education conditions, so as to create growth space for private higher education.
Therefore, since the implementation of the "double reduction" policy, higher
education, especially private higher education and adult non academic vocational
education, has become a new hot spot of capital investment.
This paper mainly uses literature research method, questionnaire research
method and Delphi method to study the following two aspects:
1、K. research on the internal environment faced by the development of private
colleges and universities. Firstly, this paper studies the current situation of K private
universities, mainly including operation management, teachers, enrollment status and
brand; Secondly, it analyzes the implementation situation and implementation effect
