摘要
智库作为国家软实力的重要载体,是国家治理体系的重要环节。近年来,我国民间智
库建设热度渐启,但各个民间智库整体上仍维持着各自为战的局面,尚未形成系统的发展
和协作模式。以 LD智库为代表的民间智库大多摸着石头过河,在抢抓政策机遇初期发展迅
猛,后期却因为人才培养体系建设滞后、资金筹集渠道不畅等问题,陷入瓶颈期。深入分
析我国民间智库发展历程和现状,剖析民间智库发展的主要问题,已成为一项重要而又紧
迫的课题。
本文首先结合国内外现有研究成果对智库及民间智库概念进行界定,并分析了民间智
库的主要特征;随后梳理了国内外民间智库的演变历程及其特点,分析了国内民间智库运
行机制的五个方面即集体决策机制、资金筹集机制、人员管理机制、成果转化机制、交流
合作机制,总结出国内民间智库的运行机制具有决策链简单、资金获取能力两极分化、人
才引进和培养依赖高校、重视网络平台作用、智库群兴起五个主要特征;再后,分析我国
民间智库的典型代表——LD智库的发展历程、独特优势和存在问题,并延伸出我国民间智
库存在的普遍问题;最后,提出促进 LD智库高质量发展的对策:一是坚守功能定位,加强
智库自身建设,二是健全人才机制,加快建设高质量人才队伍,三是加快经费筹集,为智
库建设提供强大物质支撑,四是拓宽研究视野,提升智库的国际化水准,五是加大扶持力
度,不断优化外部发展环境。
本文旨在分析我国民间智库的主要运行机制,并通过对 LD智库发展问题的研究延伸出
我国民间智库发展面临的普遍问题,据此提出我国民间智库高质量发展对策,具有一定的
理论和实践意义。

Abstract
As an important carrier of national soft power, think tanks are an important part of national
governance system. In recent years, the construction of non-governmental think tanks in China
has become more and more popular, but on the whole, all non-governmental think tanks are still
fighting their own way and have not yet formed a systematic development and cooperation mode.
Most of the private think tanks, represented by LD think tanks, are trying to cross the river by
feeling for the stones. In the early stage of seizing the policy opportunities, they developed rapidly,
but in the later stage, they fell into a bottleneck period because of the lag in the construction of the
talent training system and the poor channels of fund-raising. It has become an important and
urgent task to deeply analyze the development process and current situation of private think tanks
in China, and to analyze the main problems in the development of private think tanks.
Firstly, this paper defines the concept of think tank and private think tank, and analyzes the main
characteristics of private think tank; Secondly, it summarizes the evolution and characteristics of
private think tanks at home and abroad; Then it analyzes the five aspects of the operation
mechanism of domestic private think tanks, namely, the collective decision-making mechanism,
the fund-raising mechanism, the personnel management mechanism, the achievement
transformation mechanism, and the exchange and cooperation mechanism. It concludes that the
operation mechanism of domestic private think tanks has the following characteristics: simple
decision-making chain, polarization of fund acquisition ability, relying on Colleges and
universities for talent introduction and training, attaching importance to the role of network
platform There are five main characteristics of the rise of think tanks; Then, it analyzes the
development process, unique advantages and existing problems of LD think tank, a typical
representative of China's private think tanks, and extends the common problems of China's private
think tanks; Finally, the paper puts forward the countermeasures to promote the high-quality
development of LD think tanks: first, adhere to the functional orientation and strengthen the
self-construction of think tanks; second, improve the talent mechanism and speed up the
construction of high-quality talent team; third, speed up fund-raising to provide strong material
support for the construction of think tanks; fourth, broaden research horizons and enhance the
internationalization level of think tanks; fifth, increase support and constantly optimize the
external development environment.
This paper aims to analyze the main operation mechanism of China's private think tanks, and
through the research on the development of LD think tanks, extend the common problems faced

by the development of China's private think tanks, and put forward the high-quality development
countermeasures of China's private think tanks, which has certain theoretical and practical
significance.
