摘要
在当下国有企业转型升级的背景下,合理的薪酬体系是促进企业发展得重要
保障,随着的经济发展,国有企业市场化运营势在必行,那么传统僵化的薪酬体
系在转型过程中显得格格不入,无法与新形势下的国企发展相匹配,过去的薪酬
等级是繁多的,且单一狭窄,而宽带薪酬则是一种宽幅大,等级少的薪酬体系,
它的优点是提升企业员工积极性,解决“彼得高地”现象,促进企业快速发展,
提升企业软实力。由此可以看出,相对于传统的薪酬模式,宽带薪酬结构设计有
着比较明显的优势,可以解决传统薪酬体系下的一些薄弱环节,能够与企业此后
的发展更为匹配,对于企业自身战略目标的实现也更为有利。
K公司是新区由滇中新区管委会出资的一个国有企业,其从成立至今,将市
政基建、土地开发、产业及园区开发等业务作为核心。“实体化发展,产业化转
型”是当下该企业的战略目标,云南滇中新区是2015年国务院批复成立的国家
级新区,所属范围由昆明长水机场辐射至嵩明,具有独天得厚的区位优势,所属
面积较广,开发潜力大,K公司为助力新区发展,一直在积极探索适合自身的发
展方向,其中薪酬体系改革就是公司发展过程中的助推器。
本文通过对K公司目前实施的薪酬体系的研究,分析问题,找出问题,提出
宽带薪酬的设计思路,从而解决处于转型过程中国有企业薪酬管理遇到的大部分
问题。研究过程中,笔者通过本文的六个章节围绕K公司的宽带薪酬设计展开,
全文聚焦目前的薪酬机制中存在的不足及宽带薪酬设计的相关内容,从问卷切入
挖掘员工真正的需求,分析出目前薪酬存在的问题,针对这些问题,利用国内外
宽带薪酬相关文献作为基础,采取定性和定向分析的办法,结合员工的具体需求
及宽带薪酬相关理论,然后进行K公司所需的各种情况设计宽带薪酬,立足新的
薪酬机制之上能够处理该公司目前遇到的绝大部分薪酬问题,并且提出宽带薪酬
顺利实施的保障措施,进而推进企业健康快速发展。

system design, K company broadband pay system implementation and safeguard
measures, focusing on the problems existing in the current compensation system in
full and broadband pay system design, From the questionnaire survey, understand
employee needs, analysis of the current problems of compensation, to solve these
problems, the use of broadband salary related literature at home and abroad as the
foundation, adopt the qualitative analysis and orientation means, combined with the
