摘要
自 2018年首例输入型“非洲猪瘟”(“African Swine Fever, ASF”)疫情进入我
国以来,对我国的猪类养殖及相关周边行业产生了较大的影响。PT公司是一家
地处中原地带的小型科技创新型企业,该公司致力于非洲猪瘟病毒( African
Swine Fever Virus, ASFV)等检测制品的研发和生产,在我国 ASFV爆发以来,
PT公司不断增强研发强度,根据农业农村部要求不断提高该公司 ASFV检测制
品标准,为我国控制 ASFV疫情传播贡献绵薄之力。由于 PT公司在经营发展过
程中逐渐显现出研发战略与公司总体战略匹配度不高、ASFV检测制品同质化现
象、研发人员缺乏激励机制、试剂研发周期长、性价比相对较低以及部分库存
滞销的问题,因而,如何调整和制定研发战略目标、提升 PT公司整体研发战略
管理水平,这对于该公司是亟需解决的重要课题。
本文通过对研发战略和产品研发战略等相关战略理论研究,在对 PT公司研
发战略现状进行剖析的基础之上,发现该公司在研发战略管理中存在的问题以
及不足之处,挖掘问题背后的原因,并提出具体的实施方案。本文通过对 PT公
司研发战略外部环境、行业之间竞争激烈程度以及内部环境进行 SWOT和QSPM
量化分析,选择出与公司相匹配的研发战略,并得出公司远期、中期以及近期
发展目标和研发战略目标,通过七个方面对 PT公司研发战略进行实施,进而对
公司新研发战略目标实施保障措施,为该公司在产品研发创新、增强公司研发
竞争优势方面提供参考。本文从中小型生物科技创新型高新技术企业如何制定
清晰可实施的研发战略的角度,通过研发战略和产品研发战略等相关战略理论,
结合外部因素评价 EFE矩阵、内部因素评价 IFE矩阵、优势-劣势-机会-威胁
SWOT矩阵和定量战略计划 QSPM矩阵工具分析方法,总结出中小型生物高新
技术企业研发战略相关问题及解决措施。通过对 PT公司现行研发战略分析,挖
掘出公司研发战略存在的如研发战略与公司总体战略匹配度不高等四个主要问
题。通过 PT公司外部环境“PEST”、行业竞争激烈程度“波特五力模型”以及内部
环境的 SWOT分析和 EFE矩阵、IFE矩阵和 QSPM矩阵量化工具计算并选择出
适合 PT公司的 ST多种经营型组合,即以自主创新研发为主,替代式为辅的组

合式研发战略,对公司主要经营的 ASFV系列诊断制品采取自主创新研发模式,
其他有益于公司经营发展的不同类型的新产品、新技术采用替代式的研发模式,
并在公司长期发展过程中,要不断发掘和研究开发适合公司发展的其他类型诊
断制品和研发方向。在这种研发战略指导之下,利用公司自身优势力量克服行
业和公司自身研发、经营带来的威胁,把“猪周期”等不利因素转化成为发展的动
力,并给出解决方案和对策。从诊断制品应该具有“新型、快速、安全”的研发战
略目标出发,提出了提高核心产品检测新型变异毒株的性能,建设研发中心增
强自主研发能力,推动研发高通量联检生物芯片工艺技术,丰富研发产品种类、
完善产品谱系,健全研发产业链、排除不安全因素,建立知识资源共享机制和
提升研发部门整体研发效率的战略实施;并给出了多措并举保障资金供给、健
全研发激励机制、加强研发人才培养、提升研发项目风险管理能力以及培育支
持研发战略的企业文化五个方面的保障措施。本文以 PT公司为研究对象,以
ASFV检测制品为主要研究产品,以提升研发战略水平为宗旨,挖掘 PT公司研
发战略存在的问题,制定战略实施措施以及新研发战略的保障措施,为该公司
和其他中小型生物科技创新企业研发战略的制定与实施提供参考。

Abstract
Since the first imported case of "African Swine Fever" ("ASF") was introduced
into China in 2018, it has had a great impact on China's pig breeding and related sur-
rounding industries. PT is a small technological and innovative enterprise located in
the Central Plains. The company is committed to the R&D and production of African
Swine Fever Virus ("ASFV") and other detection products. Since the outbreak of
ASFV in China, PT has continuously strengthened its R&D intensity and continuous-
ly improved the standards of ASFV detection products according to the requirements
of the Ministry of Agriculture and Village, making a small contribution to the control
of ASFV epidemic in China. In the process of operation and development, PT gradu-
ally appeared the problems of poor matching between R&D strategy and the compa-
ny's overall strategy, homogenization of ASFV detection products, lack of incentive
mechanism for R&D personnel, long R&D cycle, relatively low performance-to-price
ratio and unsalable inventory, so how to adjust and formulate R&D strategic objec-
tives and improve the overall R&D strategic management level of PT Company. This
is an important problem to be solved urgently for the company.
Through the research on the relevant strategic theories of R&D strategy and
product R&D strategy, and based on the analysis of the current situation of PT's R&D
strategy, this paper finds the problems and deficiencies in the company's R&D strat-
egy management, excavates the reasons behind the problems, and puts forward a spe-
cific implementation plan. Through the SWOT and QSPM quantitative analysis of the
external environment of PT's R&D strategy, the fierce competition between industries
and the internal environment, this paper selects the R&D strategy that matches the
company, and obtains the company's long-term, medium-term and short-term devel-
opment goals and R&D strategic objectives, implements the PT company's R&D
strategy through seven aspects, and then implements safeguard measures for the
company's new R&D strategic objectives. The purpose of this paper is to provide a
reference for the company in product R&D innovation and enhancing its R&D com-
