Z公司绿色环保材料项目孵化风险管理研究 近年来随着社会的不断发展进步，各种各样的环境问题也突显出来。我国提倡的 绿色制造原则、可持续发展战略以及“十三五”倡导的绿色制造等环保政策，随着我 国对环境保护逐渐严格一些污染严重的企业面临停业整顿甚至关门，近年来环保项目 在国内也逐渐兴起，但是环保项目的在风险管理上存在诸多问题，特别是在风险管理 环节普遍存在一些问题导致项目孵化失败。本研究根据项目风险管理的相关理论，结 合绿色环保材料的特点引入Z公司绿色环保材料项目的风险管理方法。 本研究的主要内容有：以风险管理理论为指导详细地介绍研究的背景和意义，首 先对Z公司的绿色环保材料项目介绍，简述了项目现阶段的管理现状结合作者对该项 目的了解提出该项目风险管理存在的问题。然后在此基础对绿色环境保护材料项目其 特征，进行分析，并对其项目的风险的不确定性，展开研究，建立绿色环保材料的风 险识别系统。在风险识别的基础上，对已识别的风险进行评估，最后根据评估的结果 制定了针对Z公司绿色环保材料项目科学有效的风险管理应对策略。 Z公司的绿色环保材料项目尚未成熟，仍然面临诸多风险。在目前，阶段技术风险 是绿色环保材料项目最大的风险，市场价格是影响项目的最重要经济指标，绿色环保 材料项目生产规模的大小也是影响对项目的收益情况的重要指标。技术发展无法满足 现阶段市场发展的各种需求，产业化技术发展的速度较慢，产业化技术尚不成熟是绿 色环保材料项目目前所面临的最大的技术风险。风险防范、风险损失防控、风险保留 风险转移是绿色环保材料项目采取的主要风险应对方法。 本文的研究目的是有针对性地解决Z公司的绿色环保材料项目目前存在的风险管 理问题，为Z公司的绿色环保材料项目应对风险策略的制定和实施提供参考，以保证 该项目按照预期正常运营。目前在我国这条将风险管理理论科学有效的运用到项目孵 化的路还在摸索阶段，同时，笔者希望本文的研究成果能对我国高新技术项目孵化产 生积极的影响，从而提高我国项目孵化率。 关键词： 风险管理，绿色环保材料项目，风险识别，风险评估，风险应对策略 III Abstract ResearchonIncubationRiskManagementofZCompany's GreenEnvironmentalMaterialProject Inrecentyears,withthecontinuousdevelopmentandprogressofsociety,avarietyof environmentalproblemsarealsohighlighted.Thegreenmanufacturingprinciple,sustainable developmentstrategyandenvironmentalprotectionpoliciesadvocatedbyChinaduringthe 13thFiveYearPlanperiod,alongwithChina'sincreasinglystrictenvironmentalprotection, someenterpriseswithseriouspollutionarefacedwithbusinesssuspension,rectificationand evenclosure.Inrecentyears,environmentalprotectionprojectsarealsorisinginChina,but therearemanyproblemsinriskmanagementofenvironmentalprotectionprojects, especiallyinriskmanagementTherearesomeproblemsintheprocess,whichleadtothe failureofprojectincubation.Accordingtotherelevanttheoryofprojectriskmanagement, combinedwiththecharacteristicsofgreenenvironmentalprotectionmaterials,thisstudy introducestheriskmanagementmethodofgreenenvironmentalprotectionmaterialsproject ofZcompany. Themaincontentsofthisstudyareasfollows:thebackgroundandsignificanceofthe studyareintroducedindetailundertheguidanceofriskmanagementtheory.Firstly,the greenenvironmentalprotectionmaterialsprojectofZcompanyisintroduced,andthecurrent managementstatusoftheprojectisbrieflydescribedbinedwiththeunderstandingof theprojectbytheauthor,theexistingproblemsofriskmanagementoftheprojectareput forward.Thenonthisbasis,thecharacteristicsofgreenenvironmentalprotectionmaterials projectareanalyzed,andtheuncertaintyoftheprojectriskisstudied,andtherisk identificationsystemofgreenenvironmentalprotectionmaterialsisestablished.Onthebasis ofriskidentification,theidentifiedrisksareevaluated.Finally,accordingtotheevaluation results,thescientificandeffectiveriskmanagementstrategiesforthegreenenvironmental protectionmaterialsprojectofZCompanyareformulated. Zcompany'sgreenenvironmentalprotectionmaterialprojectisnotmature,andstill facesmanyrisks.Atpresent,thestagetechnologyriskisthebiggestriskofthegreen environmentalprotectionmaterialproject,themarketpriceisthemostimportanteconomic indexaffectingtheproject,andtheproductionscaleofthegreenenvironmentalprotection materialprojectisalsoanimportantindexaffectingtheincomeoftheproject.The developmentoftechnologycannotmeettheneedsofthecurrentmarketdevelopment,the IV developmentofindustrializationtechnologyisslow,andtheimmatureindustrialization technologyisthebiggesttechnicalriskfacedbythegreenenvironmentalprotectionmaterial project.Riskprevention,risklosspreventionandcontrol,riskretentionandrisktransferare themainriskresponsemethodsadoptedbythegreenenvironmentalprotectionmaterials project. Thepurposeofthispaperistosolvethecurrentriskmanagementproblemsofthegreen environmentalprotectionmaterialsprojectofZcompany,andprovidereferenceforthe formulationandimplementationoftheriskresponsestrategyofthegreenenvironmental protectionmaterialsprojectofZcompany,soastoensurethenormaloperationofthe projectasexpected.Atpresent,thewayofapplyingriskmanagementtheoryscientifically andeffectivelytoprojectincubationinChinaisstillintheexploratorystage.Atthesame time,theauthorhopesthattheresearchresultsofthispapercanhaveapositiveimpacton China'shigh-techprojectincubation,soastoimproveChina'sprojectincubationrate.
