人才是第一资源。党的十九大报告提出,人才是实现民族振兴、赢得国 际竞争主动的战略资源。要坚持党管人才原则,聚天下英才而用之,加快建 设人才强国。人才是党和国家事业发展的重要力量,伴随着经济全球化进程 的加快,组织面临的市场竞争愈发激烈,人才竞争呈现白热化的状态。究其 原因,人才是社会中最积极、最活跃的因素,谁掌握了关键人才,谁就掌握 了竞争的主动权。人才流动是一种客观的社会现象,它是社会、组织与个人 综合作用的结果。人才流动如若超过合理的限度,就会出现人才流失问题。 组织采取措施缓解人才流失问题,是组织寻求长远发展的现实要求,是组织 应对外界环境变化的必然选择,也是组织管理者有意识克服人才流失问题、 优化人才建设工作的应然尝试。 M市J青少年体育培训机构存在人才流失问题。本文以缓解M市J青少 年体育培训机构人才流失问题为中心,以人才建设工作为主线,以探求具体 情境下的具体解决之道为目标。本文综合运用文献研究法、个案研究法、调 查法、经验总结法等研究方法,围绕M市J青少年体育培训机构人才流失问 题展开研究。研究内容主要包括:全面回顾和系统梳理国内外人才流失的理 论研究成果,廓清相关概念,牢筑理论基础;对M市J青少年体育培训机构 人才流失现状进行分析诊断,阐明人才流失问题对M市J青少年体育培训机 构产生的影响,探求M市J青少年体育培训机构人才流失问题产生的原因; 据此提出缓解M市J青少年体育培训机构人才流失问题应该着重采取的措 施。 关键词:体育培训机构;人才流失;缓解对策 哈尔滨工业大学工商管理硕士学位论文 -II- Abstract Thetalentedpeopleistheprimalresource.Thereportwhichdeliveredatthe 19thNationalCongressoftheCommunistPartyofChinapointsoutthatthe talentedpeopleisthestrategicresourcewhocanrevitalizetheChinese nationalityandwintheinternationalcompetition.Wemustgatherthetalented peopleallovertheworldandusethem,buildupthestrengthofthecountrywith thetalentedpeoplebystickingtotheprinciplethatthePartybeinginchargeof thetalentedpeople.Thetalentedpeopleistheimportantresourceforthe developmentofthePartyandtheState.Withtheacceleratingprocessofthe economyglobalization,themarketcompetitionwhichorganizationsarefacing withismuchmorefiercelythanever,andthecompetitionofthetalentedpeople hasreachedawhite-hotstate,thereasonwhyisthatthetalentedpeopleisthe mostenergeticandthemostactivefactorinthesociety,whoevermastersthe talentedpeople,whocouldgrasptheactiverightofthemarketcompetition. Talentflowisanobjectivesocialphenomenon.Talentflowistheresultofthe comprehensivefunctionofsociety,organizationsandindividuals.Talentflow couldtransformintothebraindrainifthetalentflowgoesoutofcontrol.It’sa realisticrequirementfortheorganizationswhotakealleviationcountermeasures toconfrontthebraindrainthattheycouldimprovecontinuously,It’salogic choicefortheorganizationswhowanttoresponsetochangesrapidlyinthe externalenvironment,It’salsoabestattemptfortheadministratorsinthe organizationswhowanttosurmountthebraindrain,optimizetheconstructionof thetalentedpeople.
