T公司区域产业调研改进方案研究 摘要 近年来,伴随着中国产业转型步伐的加速,政府的区域产业管理职能,正从原先 的粗放化管理向精细化管理转型,从管理职能为主转为服务职能为主。在此基础上, 政府决策人员需要对管辖区域内的产业和企业有深入的了解,同时对全球和中国的产 业趋势、市场竞争状况等有较好的判断。然而,实际情况是,基于政府各职能部门管 理范围广、人员数量有限、岗位转换频繁等原因,政府产业服务相关人员,很难对当 地的产业和企业足够的了解。所以,借助第三方产业调研机构,对本地产业进行深入 区域产业调研,成为决策者制定决策和实施落地项目措施的重要途径。区域产业调研 作为市场调研组成部分,越来越重要,也越来越多的调研机构开始进入区域产业调研 领域。其实在早期有类似的区域产业调研,例如产业内企业考察、企业拜访、企业访 谈、企业参观等。但大部分是参观考察,没有形成报告,对产业管理决策部分的参考 作用相对有限,目前区域产业调研还没有一套成熟的体系。 T公司是国内首家基于“人才经验跨界共享”实践的知识流程外包服务型平台企 业,主要对政府如何进行产业转型升级提供咨询和落地服务,主要产品包括创建产业 创新服务平台、政策咨询、各类产业及人才提升计划等。T公司在晋江服务过程中, 区域产业调研是基础性工作。然而在前期多个调研中,T公司主要采用企业实地访谈 调研为主,然而效果较差,调研过程获得的信息大同小异,无法量化等问题。本文作 者作为T公司智库研究院执行院长期间,对T公司整个调研体系进行梳理,进而摸 索出适合T公司实际情况的区域产业调研理论体系,有效提升了T公司区域产业调 研的效率和质量。本文基于T公司的区域产业调研实践经验,期望能够构建出一套相 对有效的区域产业调研理论模型。 本文东石多产业调研项目案例在区域产业调研理论构建中处于重要的地位,整体 区域调研模型也是在东石多产业调研中逐渐形成,并在后续其他调研项目中不断完善 的。本文描述了东石多产业调研案例,分析了T公司在区域产业调研过程遇到的主要 问题和背后原因,构建了区域产业调研等框架体系,并对框架体系四个环节如何解决 调研过程遇到的问题进行了较详细的描述和解释。本文的区域产业调研模型,包括调 研准备、调研实施、调研成果形成、项目归档与后续服务四个阶段,并且对每个阶段 包括的内容进行了相对详细的总结和描述。本模型将文案调研、问卷调研、实地访谈 调研、电话调研、专家访谈等五中常见市场调研方法有机结合起来,达到相互促进, 提高调研效率、提高调研成果质量的作用。本文的区域产业调研模型,以文案调研为 基础知识感知端,以问卷调研为调研数据主要获得端,以企业实地访谈调研为问题原 因分析和解决方案获得端,以电话调研为补充调研内容获得端,以专家访谈为报告质 摘要 量提升获得端,将五种调研方法有机合起来。 本文的参考价值在于:一、通过T公司实际区域产业调研的总结,结合市场调研 基本方法和框架,构建了一套非常完善的区域产业调研框架模型。二、本文将五种调 研方法有机结合起来,能够提升T公司区域产业调研的效率和质量。三、本文的区域 产业调研框架内容扎实,描述详细,是区域产业调研实践改进的总结,在T公司具备 非常好的可落地性。四、本文区域产业调研可为调研机构和政府部门进行类似区域产 业调研时,提供一定的参考作用。 关键词: 区域产业调研, 产业转型升级, 问卷调研, 实地访谈调研 ABSTRACT Research on the improvement plan of regional industry research of T company ABSTRACT In recent years, with the acceleration of China's industrial transformation, the regional industrial management function of the government is transforming from the original extensive management to the refined management, from the management function to the service function. On this basis, government decision-makers need to have a deep understanding of the industries and enterprises within their jurisdiction, and have a better judgment on the global and Chinese industrial trends, market competition, etc. However, the actual situation is that due to the wide management scope, limited number of personnel, frequent job conversion and other reasons of various functional departments of the government, it is difficult for government industry service related personnel to fully understand the local industry and enterprises. Therefore, with the help of the third-party industrial research institutions, it is an important way for decision makers to make decisions and implement the project measures. As a part of market research, regional industry research is becoming more and more important, and more and more research institutions begin to enter the field of regional industry research. In fact, in the early stage, there were similar regional industry research, such as enterprise investigation, enterprise visit, enterprise interview, enterprise visit, etc. However, most of them are visit and inspection, without a report, which has relatively limited reference function for the industrial management decision-making part. At present, there is no mature system for regional industrial research. T company is the first domestic knowledge process outsourcing service platform enterprise based on the practice of "cross border sharing of talent experience". In the service process of T company in Jinjiang, regional industry research is the basic work. However, in the previous several surveys, T company mainly used field interviews, but the results were poor, the information obtained in the survey process was similar, unable to quantify and other issues. As the executive director of T company think tank Research Institute, the author combed the whole research system of T company, and then found out the theoretical system of regional industry research suitable for the actual situation of T company, which effectively improved the efficiency and quality of regional industry research. Based on T company's practical experience of regional industry research, this ABSTRACT paper hopes to build a relatively effective theoretical model of regional industry research. In this paper, the case of Dongshi multi industry research project is in an important position in the construction of regional industry research theory. The overall regional research model is also gradually formed in Dongshi multi industry research, and is constantly improved in the follow-up other research projects. This paper describes the case of Dongshi multi industry research, analyzes the main problems encountered by T company in the process of regional industry research and the reasons behind them, constructs the framework system of regional industry research and so on, and describes and explains in detail how to solve the problems encountered in the process of research in four links of the framework system. The regional industry research model of this paper includes four stages: research preparation, research implementation, research results formation, project archiving and follow-up service, and summarizes and describes the content of each stage in detail. This model combines five common market research methods, such as copywriting research, questionnaire research, field interview research, telephone research and expert interview, to promote each other, improve the efficiency of research and improve the quality of research results. In this paper, the regional industry research model, based on copywriting research as the basic knowledge perception end, questionnaire research as the main data acquisition end, enterprise field interview research as the problem cause analysis and solution acquisition end, telephone research as the supplementary research content acquisition end, expert interview as the report quality improvement acquisition end, organically combines the five research methods.
