俄罗斯远东地区距离首都莫斯科距离较远，无法受到国家政治中心和经济中 心的辐射作用，因此经济发展长期落后，该地区的人口也面临着严重的流失现象， 造成了俄罗斯远东地区在经济发展方面和地区安全方面面临着双重困难。为此， 俄罗斯政府针对远东地区制定了专门的发展战略，希望能够促进该地区的发展和 进步。俄远东地区和中国的东北地区地理位置临近，中国东北地区受到历史因素 和产业结构布局的限制，目前也面临着经济发展和产业结构优化的难题。为此中 国政府也制定了转对东北地区的经济复兴计划，希望能够促进该地区的全面发展。 在中国提出的“一带一路”发展倡议的大背景下，俄罗斯远东地区和中国东北地 区之间开展各项合作将会成为两国地区合作的重要内容。本文的研究基于“一带 一路”背景下俄中两国之间的经贸合作情况，对“一带一路”背景下俄罗斯远东 地区和中国东北地区之间的合作前景进行研究。 本文通过定性分析与定量分析相结合的方法对于中国东北地区与俄罗斯远 东地区的合作现状以及影响因素进行分析。论文的内部主要包括四个方面：第一， 对当前双方合作的主要条件、合作领域以及规模进行阐述；第二，对于中国东北 地区与俄罗斯远东地区的经济合作产生的经济、政治以及社会文化效应进行了分 析，并通过实证分析了解双方合作的联动效应；并通过灰色关联分析对影响双方 合作的主要因素进行探究。第三，总结俄远东地区和中国东北地区开展经贸合作 中存在的问题并针对双方合作中存在的不足提出促进中国东北地区与俄罗斯远 东地区经济合作的相关建议。 通过本文的研究，对目前俄远东地区和中国东北地区开展经贸合作的现状进 行分析、相关条件进行总结，通过灰色关联分析法中国东北地区与俄罗斯远东地 区投资合作影响因素进行实证分析最终发现，影响的主要因素包括基础设施因素、 技术因素。为了进一步提升俄罗斯远东地区与中国东北地区合作应该积极促进两 国对北极航道的开发和利用，升级产业结构调整，推动双边毗邻地区自由贸易区 建设，创新完善双边毗邻地区合作体制机制，推动东北亚区域经济一体化，实现 贸易方式的创新。II 关键词：远东地区；东北地区；经济合作；灰色关联分析法III Abstract The Russian Far East is far away from the capital Moscow and cannot be affected by the radiation of the national political center and economic center. Therefore, economic development has lagged behind for a long time. There are double difficulties in regional security. To this end, the Russian government has formulated a special development strategy for the Far East, hoping to promote the development and progress of the region. The Russian Far East and China's Northeast are close to each other. The Northeast China is limited by historical factors and the layout of its industrial structure. At present, it is also facing difficulties in economic development and industrial structure optimization. To this end, the Chinese government has also formulated an economic recovery plan for the Northeast region, hoping to promote the overall development of the region. In the context of the “Belt and Road” development initiative proposed by China, various cooperation between the Russian Far East and Northeast China will become an important part of regional cooperation between the two countries. The research in this paper is based on the economic and trade cooperation between Russia and China under the background of the “Belt and Road”, and studies the prospects for cooperation between the Russian Far East and Northeast China under the “Belt and Road”. This paper analyzes the cooperation status and influencing factors of Northeast China and Russia's Far East by combining qualitative analysis and quantitative analysis. The paper mainly includes four aspects: first, the main conditions, cooperation areas and scale of the current cooperation between the two sides are elaborated; second, the economic, political and social cultural effects of economic cooperation between Northeast China and the Russian Far East The analysis was carried out, and the linkage effect of the cooperation between the two parties was understood through empirical analysis; third, the main factors affecting the cooperation between the two sides were explored through the grey correlationIV analysis. Finally, according to the shortcomings and influencing factors in the cooperation between the two sides, it puts forward relevant suggestions to promote economic cooperation between Northeast China and the Russian Far East. Through the research in this article, the current status of Russian and Russian Far East and Northeast China's economic and trade cooperation is analyzed, and the relevant conditions are summarized. The gray correlation analysis method is used to empirically analyze the influencing factors of investment cooperation between Northeast China and the Russian Far East. The main factors include infrastructure factors and technical factors. In order to further enhance the cooperation between the Russian Far East and Northeast China, the two countries should actively promote the development and utilization of the Arctic waterway, upgrade the industrial structure adjustment, promote the construction of free trade zones in bilaterally adjacent areas, innovate and improve the cooperation mechanism of bilaterally adjacent areas, and promote Northeast Asia Regional economic integration and innovation in trade methods.
