ii 摘要 从国家到企业的综合实力水平,人力资源是最重要的资源之一,其中人才队 伍的素质起着重要作用。当前我国经济已经由金融危机之前快速发展转变为中低 速转型升级,并对经济增长模式进行合理转变,有利于经济发展实现升级。但是 经济升级主要依靠于企业形成转型升级。企业转型升级的关键则在于人才,尤其 是创新型企业科技人才。国家也充分认识到科技人才的发展对国家综合实力提升 的重要性。 本文研究的A建筑科研企业是一家中央企业,一方面要落实从国家到部委 对于中央企业人才战略的实施要求,另一方面需要根据自身发展阶段的不同构建 与完善科学的激励制度,充分激发科技人才工作的创新活力,促进科技人才引进 与培养,提高科技创新的效率和效果,能够使企业技术竞争力得到的提升并长期 保持,实现A建筑科研企业和科技人才的共同发展。 对此,本文将从激励制度优化的表现形式出发,将重点放在体制机制的改革 与创新上,在案例企业调查的基础上,构建符合科研型央企的科技人才激励制度 优化体系,解决A建筑科研企业科技人才流失的问题。首先,本文以国内外相 关文献为基础,对激励、科技人才的相关概念进行相应的界定,并阐述了需要层 次理论、双因素理论和过程激励理论来为本文的研究奠定一定的理论基础。其次, 对A建筑科研企业的现状、问题及原因进行相应的分析,并以此为基础,对A 建筑科研企业的科技人才激励制度进行相应的优化,即从绩效考评、薪酬激励、 荣誉奖励、人才培养等多个方面入手,使A建筑科研企业的激励制度得到相应 的提升。最后,提出优化后的激励制度实施的保障措施,确保优化后的科技人才 激励制度顺利进行,无论是对科技人才和企业的发展都有着重要意义。 关键词:建筑科研企业;科技人才;激励制度 北京交通大学硕士专业学位论文 ABSTRACT iii ABSTRACT Human resources are the most important resources, from the state to the enterprise's comprehensive strength level, in which the quality of the talent team plays an important role. At present, China's economy has changed from rapid development before the financial crisis to transformation and upgrading, and the reasonable transformation of economic growth mode is conducive to the upgrading of economic development. But the economic upgrading mainly depends on the transformation and upgrading of enterprises. The key to the transformation and upgrading of enterprises lies in talents, especially in innovative enterprises. The state also fully recognizes the importance of the development of scientific and technological talents for the promotion of the comprehensive strength of the state. In this regard, this paper will focus on the reform and innovation of the system and mechanism from the performance form of the optimization of the incentive system, and on the basis of the investigation of the case enterprises, build the optimization system of the incentive system of scientific and technological talents in line with the research-oriented central enterprises. Based on the relevant literature at home and abroad, this paper defines the relevant concepts of motivation and scientific and technological talents, and expounds the need level theory, two factor theory and process motivation theory to lay a theoretical foundation for this study.
