消费扶贫是指政府、企事业单位和个人等主体通过购买来自贫困地区的特色 农产品与服务,助力贫困人口增收脱贫的一种精准扶贫方式,是动员全社会力量 参与脱贫攻坚的重要途径。另一方面,商业银行凭借自身连接城乡、海量客户的 信息及资源优势,在消费扶贫中可发挥重要的交易主体和交易媒介作用。目前各 大商业银行的金融精准扶贫多集中在扶贫产业贷款和农户小额贷款等层面,参与 的消费扶贫实践尚处于小规模、浅层次试点之中,理论研究成果也相对较少。2020 年我国已进入脱贫攻坚的关键时期,商业银行在消费扶贫中扮演何种角色,如何 与政府部门、其他企业、电商平台、公益组织等主体建立联动机制、协调关系, 在决胜全面脱贫攻坚的关键时期以及全面脱贫后如何构建巩固脱贫成果的长效机 制,都是非常值得探讨的理论和现实课题。 论文采用典型案例研究法,以习近平精准扶贫思想为引领,以马克思生产消 费关系理论、参与式发展理论及社会精细化治理理论等为指导,阐释精准扶贫、 金融精准扶贫及消费扶贫等重要概念的内涵,从整体上分析我国商业银行参与消 费扶贫承担的角色地位及主要形式,剖析目前商业银行消费扶贫的开展现状、存 在问题及不足。以目前消费扶贫业务走在银行业前列的中国农业银行为典型案例, 推介其近年来消费扶贫业务的实践经验、取得成绩及尚待深入探索之处。最后借 鉴案例经验,对推进我国商业银行消费扶贫业务的深入发展提供对策建议。 论文研究后认为,要将商业银行的消费扶贫业务向纵深推进,除了政府层面 加强政策制定和舆论宣传引导、完善相关税收法律制度之外,商业银行自身首先 应深刻认识消费扶贫公益性和市场性的双重属性,遵循市场规律从事公益慈善事 业。同时加大面向消费扶贫全生命周期和全产业链的金融创新力度,深入挖掘自 身的客户、网络、科技资源优势,积极寻求与大型电商的公益事业部门、政府、 贫困地区企业、合作社等主体的深度合作,发挥各自比较优势,实现规模经济效 益,同时自觉充当金融消费扶贫的知识传播者和文化建设者。 关键词: 金融精准扶贫 消费扶贫 市场供需 金融创新 I 湖 北 工 业 大 学 硕 士 学 位 论 文 Abstract Consumption poverty alleviation refers to the government, enterprises, institutions and individuals help increase the income of the poor population out of poverty through purchasing agricultural products and services from poor areas and it is an important approach to mobilize the whole society to participate in the fight against poverty. On the other hand, by virtue of their advantages in connecting urban and rural areas and information and resources of large number customers, commercial banks can play an important role as transaction subjects and exchange media in consumption poverty alleviation. At present, the financial targeted poverty alleviation of major commercial Banks mainly focuses on poverty alleviation industrial loans and small loans for farmers. The practice of consumption poverty alleviation is still in a small-scale and shallow pilot, and there are relatively few theoretical research achievements. China has entered the critical period of poverty engines in 2020. What role do commercial banks play in consumption poverty reducing, and how to establish linkage mechanism with government departments, other enterprises, electric business platform, the public welfare organization etc., and how to build the consolidate after comprehensive poverty alleviation poverty results of a long-term mechanism? All of above problems are very academic and realistic subject worth exploring. The paper, Using the method of typical case study, led by accurate poverty alleviation thought of Xi Jinping, guided by Marx's production-consumption relations theory and participatory development theory and lean social governance, firstly explained the concept of accurate poverty alleviation, financial accurate poverty alleviation and consumption poverty alleviation etc., then analysis commercial banks’ role and status and the main form to participate in consumption poverty alleviation and the present situation, problems and shortcomings in current practice of consumption poverty alleviation of commercial bank on the overall. Next, this paper took agricultural bank of China, which is in the forefront of the banking industry, as a typical case, and introduced its practical experience, achievements and points to be further explored. After the research, the paper points out that to promote the consumption poverty alleviation of commercial banks to a deeper level, the government should strengthen the policy formulation, public opinion publicity and guidance, improve the relevant tax laws and regulations. Commercial banks should be keenly aware of the public welfare and marketability nature of consumption poverty alleviation and engage in public welfare and charity undertakings following market roles at first. At the same time, they should intensify financial innovation towards consumption poverty alleviation in the whole life cycle and the whole industrial chain, and dig deeply into their own advantages in customer, network and technological resources, and actively seek in-depth cooperation with governments, public welfare departments of large e-commerce enterprises, enterprises in poor areas, cooperatives and other entities, give full play to their comparative advantages, so as to achieve the scale economies effect.In addition, commercial banks should consciously act as knowledge disseminators and cultural builders of financial consumption poverty alleviation.
