I 摘要 党的十八大以来，习近平总书记深刻把握世情、国情、军情的变化以国家整体发 展和国防安全为基础，将军民融合确定为强军兴国的重要国策，并成为了习近平总数 据军民融合发展的重要思想。在全新的国际国内发展背景之下，军民融合战略要求在 发展的过程中实现国家富强与军队建设相统一，国家安全和深入发展兼顾，实现全方 位、多领域、广范围、高效益的全新军民融合发展格局。作为军民融合的重要发展途 径，为了贯彻落实国家军民融合战略，四川军民融合大型科学仪器共享平台在绵阳正 式揭牌运营。 四川省作为国家重要的国防军工建设基地以及国家经济发展的重要省份，如何在 军民融合背景下实现有效的军民大发展，尤其是在大型科学仪器共享方面取得突破性 进展成为了当前必须要解决的问题。本文以军民融合发展战略为背景，以四川中科荣 川为重要研究对象，研究目的在于为我国军民融合战略发展过程中有关于大型科学仪 器共享方面存在的问题进行深入剖析，找出其根本原因并提出具有针对性的解决方案， 将四川中科融创的成功经验向全国范围推广，促进我国军民融合战略的落实与发展。 本文运用文献分析、对比分析、定性分析和实地调研等方法，全面搜集整理了国内外 目前在军民融合大型科学仪器共享方面成功的主要案例，发掘其成功的重要经验，并 结合四川省的实际发展状况进行选择性借鉴，最终提炼出当前我国在大型科学仪器设 备方面存在的问题以及改进方案，以期能够为我国军民融合战略的发展共享自己的力 量。本文最后对未来的发展进行具有针对性的展望。 军民融合作为国家重要发展战略，不仅要实现科技强军，同时还要实现经济效益 最大化，军民融合大型科学仪器共享平台的发展需要不断提升运营管理水平。通过对 中科融创公司的运营管理研究，对比全国军民融合大型科学仪器共享平台的发展模式、 运营管理模式，探索建立适合军民融合大型科学仪器共享平台企业要求的企业运营管 理体系和方法。通过上述研究，一方面推动军民融合发展提供借鉴和参考，也为推动 区域科技发展具有重要的借鉴和参考价值。 关键词：军民融合；大型科学仪器；共享平台；平台建设 论文类型：应用研究 西南科技大学硕士学位论文 II ABSTRACT Sincethe18thNationalCongressoftheCommunistPartyofChina,GeneralSecretary XiJinpinghasbeendeeplyawareofthechangesintheworldsituation,nationalconditions andmilitarysituationbasedontheoveralldevelopmentofthecountryandnationaldefense security.Theintegrationofthegeneralandthepeoplehasbeenidentifiedasanimportant nationalpolicyforstrengtheningthemilitaryandrejuvenatingthecountry,andhasbecome animportantideaoftheintegrationofthegeneraldataofXiJinping.Underthenew internationalanddomesticdevelopmentbackground,themilitarycivilianintegration strategyrequiresthatintheprocessofdevelopment,nationalprosperityandmilitary constructionshouldbeunified,nationalsecurityandin-depthdevelopmentshouldbetaken intoaccount,andanewpatternofmilitarycivilianintegrationdevelopmentwithall-round, multifield,widerangeandhighefficiencyshouldberealized.Asanimportantdevelopment wayofmilitarycivilianintegration,inordertoimplementthenationalmilitarycivilian integrationstrategy,Sichuanmilitarycivilianintegrationlarge-scalescientificinstrument sharingplatformwasofficiallyopenedandoperatedinMianyang.
