本研究以广西环保产业投资集团有限公司为研究对象,以构建合理的公司发展战略 为目标,以便更好地指导公司发展。文章运用PEST分析法对公司所处的政治、经济、 社会自然及技术环境进行梳理,运用波特五力模型对公司所处行业进行市场竞争分析, 运用SWOT分析法构建公司战略矩阵。在此基础上,提出公司发展思路与原则,明确 战略定位与目标,提出战略选择及其实施内容,划分战略实施步骤与关键措施。其中, 公司战略定位是从事环保领域重大项目的投融资主体、相关项目的开发建设和运营主体 以及生态环境保护综合服务提供商,战略目标是成为区内最强、国内领先、辐射东盟的 一流生态环境综合服务商。为此,公司以采取增长型战略为主,分别实施循环经济产业 横向一体化战略、水环境产业纵向一体化战略、环保产业多元化战略和产业生态圈战略。 公司发展战略应分组建起步(2019—2020年)、拓展巩固(2021—2023年)和内提外拓 三个阶段(2023年以后)实施。最后,文章提出了持续建设敏捷组织、不断优化流程管 理、丰富创新用人方式、有效管控财务风险、合理配置公司资源和积极培育企业文化等 六点战略实施保障措施。 关键词:广西环保产业投资集团有限公司;发展战略;战略管理;环保产 业 II RESEARCH ON THE DEVELOPMENT STRATEGY OF GUANGXI ENVIRONMENTAL PROTECTION INDUSTRY INVESTMENT GROP CO.,LTD ABSTRACT This study takes Guangxi environmental protection industry investment group co., LTD as the research object, to construct a reasonable company development strategy as the goal, in order to guide the company development better. In this paper, PEST analysis is used to sort out the political, economic, social, natural and technical environment of the company, porter's five forces model is used to analyze the market competition of the company's industry, and SWOT analysis is used to build the corporate strategy matrix. On this basis, the company's development ideas, principles, positioning, objectives to be clear. And then the article put forward strategic options and implementation content, and divided the implementation steps and key measures of the strategy. Among them, the strategic positioning of the company is to be engaged in major projects in the field of environmental protection investment and financing main body, related project development and construction and operation main body, and ecological environmental protection integrated service provider. The strategic goal is to become the strongest in Guangxi, the leading domestic, radiation of the first - class ecological environment integrated service provider. For this reason, the company mainly adopts the growth strategy and implements the strategy of horizontal integration of circular economy industry, vertical integration of water environment industry, diversification of environmental protection industry and industrial ecosystem. The company's development strategy should be divided into three phases: establishment and starting (2019-2020), expansion and consolidation (2021-2023), and internal and external expansion (after 2023). Finally, the paper puts forward six strategic implementation measures, such as continuously building agile organizations, continuously optimizing process management, enriching and innovating III employment methods, effectively controlling financial risks, rationally allocating company resources and actively cultivating corporate culture.
