I 摘要 在国务院建设知识产权强国建设的若干意见中明确指出，到2020年，我国要实 现知识产权创造、运用、保护、管理和服务能力的提升，在国际竞争中形成我们的 知识产权上的优势，推动创新发展，建成知识产权强国。因此，对于军工企业而言， 在军民融合背景下同时结合建设知识产权强国的政策引导，提升军工企业专利管理 具有重要的意义。 A军工企业成立于2007年，是一家隶属于中国电科集团的专业型子集团，成立 12年来，A军工企业在集团公司的支持和员工的努力下，为我国国防科技做出了重 大贡献。2018年底，A军工企业提出了新的战略发展目标，提出要在军民融合发展 背景下以及知识产权强国战略指引下，推动企业改革与创新，强化专利管理，实现 军用产业转移以及利用军用技术实现对民用产业的拓展，成长为在行业中具有一定 影响力的企业。但是我们看到，从目前A军工企业专利管理来看，存在专利意识薄 弱、专利管理上重创造，轻转化以及专利管理制度不完善等诸多问题，在军民融合 背景下，这些问题的存在必然会影响到A军工企业专利管理水平的提升，也会对A 军工企业未来发展带来一定的负面影响。 鉴于此，本文采用文献究法、案例分析法等研究方法，以A军工企业专利管理 为研究对象，通过研究国内外军工企业专利管理模式的有益经验，探索A军工企业 专利管理现状、问题及原因，剖析A军工企业改进和提升专利管理的必要性和重要 性，提出在军民融合背景下A军工企业改进和提升专利管理的具体对策建议，以帮 助企业战略目标的有效实现。本文的研究可以为军民融合背景下其他军工企业完善 专利管理提供一定参考和借鉴，可为相关政府机构与管理人员制定政策及管理办法 提供实践参考。 关键词：军民融合；军工企业；专利管理 Abstract III Abstract In several opinions of the State Council on building a strong intellectual property country, it is clearly pointed out that by 2020, China will improve its ability to create, use, protect, manage and serve intellectual property, form its advantages in intellectual property in international competition, promote innovation and development, and form a strong intellectual property country. Therefore, for military enterprises, it is of great significance to improve patent management of military enterprises under the background of military civilian integration and the policy guidance of building a strong intellectual property country. Founded in 2007, A military enterprise is a professional subsidiary of China Electronics Technology Group. Since its establishment 12 years ago, A military enterprise has made significant contributions to China's national defense science and technology with the support of the group company and the efforts of its employees. At the end of 2018, A military enterprise put forward new strategic development goals, proposed to promote enterprise reform and innovation, strengthen patent management, realize military industry transfer and use military technology to expand civil industry under the background of military civilian integration development and under the guidance of intellectual property strategy, and grow into an enterprise with certain influence in the industry. However, we can see from the current patent management of A military enterprise, there are many problems, such as weak patent awareness, emphasis on creation in patent management, light transformation and imperfect patent management system. The existence of these problems will inevitably affect the improvement of the level of patent management of A military enterprise under the background of military civilian integration, and will also have a certain impact on the future development of A military enterprise. Therefore, this paper uses literature research, case analysis and other research methods to study the patent management of A military enterprise.
