当前全球油气行业依然处于困境之中,原油价格持续低迷,油气产量供大于 求,过去传统的粗放式发展模式难以继续维持,各大石油企业被迫从“市场与销售 端”的企业竞争转变到“创新与采购端”的供应链竞争,通过运用世界先进的采购实 践经验和管理工具,实现供应链协同创新,降低企业运营成本,增加企业经济效 益。而采购管理作为影响企业成本与弹性的关键因素,也是供应链管理的核心环 节,对其进行研究分析与优化改进具有现实指导意义。 本文以A公司为例,从实际应用的角度出发,着重研究了该公司的采购管理 体系。首先,介绍A公司采购管理各方面的基本情况,并从采购管理组织机构、 采购模式、供应商管理及供应链一体化管理等方面分析了存在的问题,深入剖析 了影响采购成本、采购效率的问题原因。其次,提出了建立集中式采购组织结构、 实行品类化采购、基于产品定位分析科学实施采购策略、优化采购制度、优化供 应商绩效考核体系,将程序化采办向供应链一体化采办方向转变等改进方案。最 后,为保障整个采购管理优化方案能够顺利实施,制定了相关保障措施。虽然本 文是对A公司采购管理的个案研究,但其优化方案可以为行业内其它国有企业采 购管理改革提供参考和借鉴,也进一步提高了采购管理在现代企业中的应用价值。 关键词:采购管理,国有企业,采购模式,采购策略 Ⅱ ABSTRACT At present, the global oil and gas industry is still in a dilemma, crude oil prices continue to slump, and the supply of oil and gas is in excess of demand. Under this environment, the traditional extensive development mode in the past is difficult to continue, major oil companies are forced to change from enterprise competition which orientated by market and sales to supply chain competition which lead by Innovation and procurement. Through the use of world-leading procurement practice experience and management tools, oil companies will achieve the collaborative innovation in the supply chain, reduce enterprise operating costs and increase their economic benefits. As the core link of supply chain management, purchasing management is a key factor affecting the cost and flexibility of an enterprise, it is of practical guiding significance to research, analyze, optimize and improve purchasing management. From the perspective of practical application, this thesis takes Company A as an example and focuses on the study of this company’s procurement management system. Firstly, this thesis will introduce the basic situation of procurement management in Company A, and analyze the existing problems from the aspects of procurement management organization, procurement mode, supplier management and supply chain integration management, and will deeply analyze the factors that affect procurement cost and procurement efficiency. Secondly, it puts forward the improvement plans of establishing centralized procurement organization structure, implementing category procurement and implementing procurement strategy scientifically based on product positioning analysis, optimizing procurement system, optimizing supplier performance appraisal system as well as transforming from programmatic procurement to integrated supply chain procurement. Finally, it proposed the relevant safeguard measures to ensure the smooth implementation of the entire procurement management optimization program. Although this thesis is a case study of Company A's procurement management, its optimization program can provide reference for other state-owned enterprises within the industry to reform procurement management, and can further improve the application value of procurement management in modern enterprises.
