II 大庆油田SY试采分公司员工绩效管理问题研究 摘要 石油技术服务型公司作为国家能源开发战略的重要组成部分,肩负着为国聚财、 为民供能、支撑国家所有产业正常运转的重要职能,对国家的发展稳定和谐具有无与 伦比的作用。SY试采分公司作为大庆油田的技术服务公司,在多年的发展和探索过 程中,积累了较好的员工绩效管理经验,并通过不断摸索和实践形成了适用性较好的 员工绩效管理制度。SY试采分公司员工绩效管理制度指导着内部员工有更强的向心 力和工作目标,为人才队伍建设和员工发展战略提供了理论支撑,能够有效提高员工 队伍的工作效力,使机关和一线员工能够保持更好的工作状态。但是随着该公司员工 绩效管理制度的不断实施和深入,暴露出很多矛盾和问题,使工作效率受阻。所以, 分析和研判SY试采分公司员工绩效管理制度的可行性和有效性能够帮助该分公司有 更好的员工绩效指导理论,同时提出优化和解决对策保障公司内部组织架构和人员队 伍的合理性。 本文以SY试采分公司的绩效管理制度为切入点,通过理论分析和案例研究以及 问卷调查辅助研究的方法,结合企业实际情况,研究企业绩效考核的真正内涵,同时 对绩效考核做进一步探索。通过研究和分析表明,SY试采分公司在员工绩效管理中 存在着的沟通环节薄弱、员工绩效考核应用方向单一、绩效管理力度周期性波动和公 司企业文化落后于环境现状这四方面问题。在此基础上,通过学习国外石油技术服务 公司值得借鉴的经验,结合沟通与反愧量化考核和可行实用等原则,根据公司实际 情况,提出了优化绩效管理沟通方式,建立完善的绩效考核机制,建立标准化员工绩 效管理体系和将绩效管理融入完善企业文化四个建议,以优化公司的员工绩效管理。 希望在此基础上提升员工绩效管理,以充分发挥人力资源管理的巨大作用,加强分公 司员工队伍的竞争力,进而带动业务发展,为分公司带来更大效益。 关键词:SY试采分公司;绩效管理;技术服务;绩效考核 东北石油大学MBA学位论文 III ResearchonthePerformanceManagementWellTestingAnd PerforatingServicesOfDaqingOilfieldCompany Abstract Inthebrillianteraoftherapiddevelopmentofsocialisteconomy,constantly improvingthelevelofperformancemanagementhasbecomeanindispensablekeyinthe organizationalmanagementprocessofallwalksoflife,andanirreplaceableimportantpart ofthecompany'sdevelopmentandprogress.Asanimportantpartofthenationalenergy developmentstrategy,petroleumtechnologyservice-orientedcompaniesshoulderthe importantfunctionsofgatheringmoneyforthecountry,providingenergyforthepeopleand supportingthenormaloperationofallindustriesinthecountry,whichplaysanunparalleled roleinthestabilityandharmonyofthecountry'sdevelopment.Asatechnicalservice companyofDaqingOilfield,WellTestingAndPerforatingServicesOfDaqingOilfield Companyhasestablishedarelativelyeffectiveperformancemanagementsystemthrough continuousexplorationandpracticeinrecentyears,focusingonthecompany'ssafety management,productionmanagement,qualitymanagement,inspectionandsupervision management,administrativeconstruction,cadreteamconstructionandotheraspectsof assessment,takingtheassessmentresultsassalarybonusandevaluationExcellentreference. TheimplementationandapplicationofperformancemanagementsystemofWellTesting AndPerforatingServicesOfDaqingOilfieldCompanyimprovestheworkperformanceand organizationalperformanceoftheteameffectively,andguaranteesthenormaloperation andlong-termdevelopmentofthecompany'sorgansandfront-linegrass-rootsteams basically.However,therearestillsomeproblemsinperformancemanagementofWell TestingAndPerforatingServicesOfDaqingOilfieldCompany,whichrestrictthefurther improvementofworkefficiency.Therefore,itisnecessarytousetherelevantmanagement theorytoanalyzetheproblemsexistingintheperformancemanagementofWellTesting AndPerforatingServicesOfDaqingOilfieldCompany,andputforwardoptimization suggestionstoprovidetheoreticalsupportforoptimizingandimprovingtheperformance managementsystem,personnelmanagementlevelandemployeeenthusiasmofWell TestingAndPerforatingServicesOfDaqingOilfieldCompany.
