党的十九大报告指出，要完善公共文化服务体系，深入实施文化 惠民政策，使群众性文化活动多样化。公共文化服务体系的重要性体 现在它是社会主义精神文明建设的重要部分。保障和改善民生的重要 举措，全面深化文化体制改革、促进文化事业繁荣发展的必然要求， 弘扬社会主义核心价值观、建设社会主义文化强国的重大任务，全面 建成小康社会的重要过程和目标，就是构建现代公共文化服务体系。 依据党中央、国务院的文件指示，近年来公共文化建设投入稳步 增长，人民群众精神文化活动趋于多样化，公共文化服务体系建设取 得的成果显著。但是，与人民日益增长的美好生活需要同不补充不平 衡发展之间相比，与基本建成公共文化服务体系的目标要求相比，公 共文化服务体系建设水平仍有很大提升空间。服务体系的不健全和产 品供给不足制约着人民群众对文化产品和服务的需求。公共文化服务 体系是促进株洲本地公共文化服务高速发展的催化剂，是实现人民本 地居民的精神文化需求，增进产业转型升级的文化助力。株洲被评选 为全国创建公共文化示范城市。 本文以株洲市公共文化体系基础建设与配套服务为研究主体，分 六章进行论述。第一章主要阐述了公共文化服务体系理论研究的基本 背景、目的及意义，国内外研究在方法和路径的对比。第二章是关于 公共文化服务相关定义的界定以和理论基础的阐述。第三章是近年来 株洲市在公共文化服务体系建设做出的努力以及建设成果。第四章是 针对上一章节进行分析，找出问题所在。第五章是完善株洲市公共文 化服务体系建设的对策。第六章是结语。 关键词：株洲，公共文化，公共文化服务体系 V ABSTRACT The public cultural service system is an ivital part of the construction of spiritual civilization in our country, carrying the pursuit of the masses to enjoy the achievements of social civilization, embodying the implementation of public functions of the Government, and is an important process and goal to build a well-off society. It is of great significance to strengthen the public cultural service system in order to construct the socialist core value system, to build a harmonious culture, to construct a harmonious socialist society, to adhere to the socialist core value system and to meet the growing cultural needs of the people. At present, the development of public culture service in our country is in the initial stage, and the construction of public culture system has achieved some achievements, but there are still some problems such as less total input, uneven layout, imperfect public cultural service system and insufficient cultural products, which partly affect the need for cultural services. Zhuzhou is a demonstration building of public cultural service system construction and has made great achievements and successfully become a model city. This article takes the Zhuzhou public culture system construction as the research object, the full text altogether five chapters. The third chapter is the achievements of Zhuzhou public cultural service system construction.
