随着房地产市场竞争的日趋激烈,从“国五条”、“国八条”、“国十条”、 “新国十条”到十九大报告指出的“房子是用来住的,不是用来炒的”,政府 调控政策的不断加码,房地产从暴利时代逐渐转向了微利时代。在此背景下, 房地产企业建立一套实用、适用且行之有效的绩效管理制度,可以极大地提高 企业内部管理效率和外部市场竞争力,达成企业组织战略目标。 论文以绩效管理的相关理论为基础,以B公司X项目作为研究对象,采用 文献检索、现场座谈、问卷调查和归纳总结等相结合的方法,总结出了B公司 X项目在员工绩效管理中存在的问题,并指出导致该问题产生关键在于公司中高 层重业务轻管理、项目团队缺乏完善的绩效管理体系、缺少对绩效管理参与者 的培训等。然后,针对X项目绩效管理存在的这些关键问题,提出了相应的优 化改进方案,具体内容包括:明确优化改进的目标和原则;采用平衡计分卡与 关键绩效指标相结合的方法,分别对项目层面、部门层面以及员工层面的绩效 考核指标体系进行优化,并对绩效考核方式,考核实施过程、考核结果反馈以 及考核结果应用等绩效管理过程进行了优化。最后,结合B公司X项目实际, 从争取高层领导支持、完善配套制度、完善绩效管理培训、加强实施过程控制 等角度,提出了新方案的实施保障。 B公司X项目作为房地产的龙头企业的典型的市区大盘,对该项目绩效管 理体系的研究,不仅能够进一步完善公司的人力资源管理体系,为公司下一步 的发展奠定基础,而且对其他地产公司的绩效管理工作也有一定的借鉴价值。 当前,针对B公司X项目提出的绩效考核优化方案已经开始在项目的绩效管理 中试行,获得了项目组织领导、人力资源部门以及大部分员工的认可,并且都 给以了非常积极的评价和反馈。在后续的跟踪研究中会结合执行效果进行进一 步的方案完善和优化,以期通过绩效考核制度的优化,真正提升B公司X项目 的人力效能,也为类似房地产公司提供好的参考和借鉴。 关键词:房地产;绩效管理;方案优化 V Abstract Withthefiercecompetitionintherealestatemarket,from"NationalFive",to "NationalEight",to"NationalTen",to"NewNationalTen"to"thehouseisusedto live,notspeculated",thegovernment'sregulatorypoliciescontinuetobetightening, therealestateindustryhasgraduallyshiftedfrom“theeraofhugeprofits”to“theera oflowprofits”.Underthiscircumstance,theestablishmentofapractical,applicable andeffectiveperformancemanagementsystemforrealestateenterprisesisquite essential,whichcangreatlyimprovetheinternalmanagementefficiencyandexternal marketcompetitivenessofenterprises,andachievethestrategicgoals. Thethesisisbasedontherelevanttheoriesofperformancemanagement,takes theProjectXinCompanyBastheresearchobject,andadoptsacombinationof literaturesearch,on-sitediscussion,questionnairesurvey,andinductively summarizestheproblemsofthecompanyBprojectinemployeeperformance management,andpointsoutthatthekeytotheproblemliesinthemanagerswhopay moreattentiontobusinessratherthantheinnermanagement,thelackofa comprehensiveperformancemanagementsystemfortheprojectteam,andthelackof trainingforperformancemanagementparticipants.Then,inresponsetothesekey issuesintheperformancemanagementofProjectX,thecorrespondingoptimization andimprovementplanisproposed.Thespecificcontentsinclude:toclarifythe principlesandobjectivesofoptimizationandimprovement;toadoptthemethodof combiningbalancedscorecardandkeyperformanceindicatorstooptimizingthe performanceevaluationindexsystemattheprojectlevel,departmentlevel,and employeelevel,respectively.;andtooptimizetheperformanceevaluationmethod,the evaluationimplementationprocess,evaluationresultfeedback,andapplicationof evaluationresults.Finally,combinedwiththeactualityofCompanyB'sXproject,the implementationguaranteeofthenewplanisputforwardfromtheperspectivesof strivingforthesupportofseniorleaders,perfectingthesupportingsystem, VI strengtheningperformancemanagementtraining,strengtheningtheimplementation processcontroltoensuretheimplementationoftheplan. ThestudyofCompanyB'sXproject,astheatypicalrealestateproject,cannot onlyfurtherimprovethecompany'shumanresourcesmanagementsystem,andlay thefoundationforthecompany'sfurtherdevelopment,butalsoforotherrealestate companies.Theperformancemanagementworkalsohasacertainreferencevalue.At present,theperformanceevaluationandoptimizationplanproposedforProjectXhas beguntobepilotedintheproject’sperformancemanagement,whichhasbeen recognizedbytheprojectorganizationleadership,humanresourcesdepartment,and mostemployees,andhasbeengivenverypositiveevaluationsandfeedback.Inthe follow-upstudy,Iwillfurtherimproveandoptimizetheplanincombinationwiththe executioneffect,withaviewtooptimizingtheperformanceappraisalsystem,and trulyimprovethehumanefficiencyofProjectX,andalsoprovideagoodreference forthesimilarrealestatecompanies..
