随着中国经济的迅猛发展和和政府扶持力度的不断加大,小微企业在推动国内经济 发展中扮演着越来越重要的角色。虽然政府多次发文强调要支持小微企业发展,但是小 微企业由于自身的局限性在银行融资方面依然面临重重阻碍。特别是党的十九大报告之 后,促使银行由“规模经营”向“效益经营”转变,对信贷产品质量的把控更加严格, 对小微企业的筛选标准更加严苛。银行在响应政府支持小微企业发展的同时会权衡自身 的风险收益有选择地对优质小微企业进行放贷,这就造成了小微企业的资金需求和银行 的贷款供给严重错配,最终导致大量小微企业无法获得资金支持而陷入发展困境甚至倒 闭,同时大量资金的实体外空转推高资金资产价格, 形成金融风险。而要解决这一矛盾 就亟需银企之间有新的信贷模式出现。 本研究以小微企业融资理论为指导,采用文献查阅及市场调研相结合的方式,对 ABC银行目前的小微信贷业务模式现状进行深入分析,通过研究发现ABC银行在小微 信贷业务模式方面存在以下四个问题:(1)ABC银行在产品方面创新产品不足,无法 满足小微企业多样化融资需求;(2)客户经理IPC小微技术操作不熟练,缺乏有效的绩 效考核制度;(3)银行服务小微企业积极性不够,且服务效率不高;(4)业务营销观念 转换不及时,缺乏有效的金融服务供给渠道。 根据ABC银行小微信贷业务模式存在的问题,本文提出以下四个对策与建议,(1) 打破传统小微信贷产品的思维局限,提高产品创新的针对性,实用性,结合本土化的市 场特点和针对小微客户需求集中力量开发适用性强及接受度高的产品;(2)加快科技系 统的建设和运用,充分借助互联网金融渠道;(3)商业银行需要通过产品创新、有效管 理普惠金融发展中的风险,提高客户服务的满意度,从而逐步实现商业上的可持续性; (4)积极寻找小微企业的集中地,把零售做成批发,从集合式的平台中寻找优质的小 微客户,批量化的开展客户营销,扩展银行客户规模。本文基于上述思路分析提出了“互 助基金+担保公司”线上信贷模式,在该模式的积极推动下,小微企业能够以较低的成 本获得银行资金支持,有效的解决融资问题;银行也能够在未来发展的过程中确保自身 于市场竞争中占有一席之地并获得更稳健、更长远的发展。通过本研究也可为同行业的 创新与发展提供一定的借鉴,同时为支持地方小微企业的发展提供了新的思路和方法。 关键词: IPC技术;小微信贷;创新模式 II ABSTRACT With the rapid development of China's economy and the continuous increase of government support, small and micro enterprises play an increasingly important role in promoting the domestic economic development. Although the government has repeatedly stressed the need to support the development of small and micro enterprises, small and micro enterprises still face many obstacles in bank financing due to their own limitations. In particular, after the report of the 19th National Congress of the Communist Party of China, it promoted the transformation of banks from "scale operation" to "efficiency operation", stricter control over the quality of credit products and stricter screening standards for small and micro enterprises. In response to the government's support for the development of small and micro enterprises, banks will balance their own risk and income to selectively lend to high-quality small and micro enterprises, which results in a serious mismatch between the capital demand of small and micro enterprises and the loan supply of banks, which eventually leads to a large number of small and micro enterprises unable to obtain capital support and falling into development difficulties or even bankruptcy, and at the same time, a large number of capital entities in outer space promote high capital The price of gold assets forms financial risks. In order to solve this problem, a new credit model between banks and enterprises is needed. Under the guidance of the financing theory of small and micro enterprises, this study analyzes the current situation of ABC bank's small and micro credit business model by literature review and market research. It finds that ABC bank has the following four problems in the small and micro credit business model: (1) ABC bank's innovative products are insufficient to meet the diversified financing of small and micro enterprises Demand for capital; (2) the customer manager is not proficient in the operation of IPC small and micro technology, and lacks an effective performance appraisal system; (3) the bank's enthusiasm for serving small and micro enterprises is not enough, and the service efficiency is not high; (4) the business marketing concept transformation is not timely, and lacks an effective financial service supply channel. According to the problems existing in ABC bank's small and micro credit business model, this paper puts forward the following four countermeasures and suggestions: (1) breaking the thinking limitations of traditional small and micro credit products, improving the pertinence and practicability of product innovation, combining with the local market characteristics and the needs of small and micro customers to focus on developing products with strong applicability and acceptance; (2) actively accelerating the development of science and III technology system The construction and application should make full use of Internet financial channels; (3) commercial banks need to improve customer service satisfaction through product innovation and effective management of the risks in inclusive financial development, so as to gradually achieve commercial sustainability; (4) focus on finding the concentration of small and micro enterprises, turn retail into wholesale, and find high-quality small and micro enterprise customers from the integrated platform Customer marketing should be carried out in batches to expand the scale of bank customers. Based on the above analysis, this paper puts forward the online credit mode of "mutual fund + guarantee company". Under the active promotion of this mode, small and micro enterprises can obtain bank financial support at a lower cost and effectively solve financing problems; banks can also ensure their own position in the market competition in the future development process and obtain more stable and long-term development. This study can also provide some reference for the innovation and development of the same industry, and provide new ideas and methods to support the development of local small and micro enterprises.
