Ⅰ 摘要 战略管控是如今现代化企业集团以公司长期的发展战略为目标,利用多元化 技术,系统全面的把“组织-流程-制度-绩效”控制集为一体的现代化管理控 制体系,从而以静态、动态两种管理方式来完成对母子公司的管控体系建设。把 握好集团战略管控的要点主要是母子公司的组织管控、流程管控、制度管控以及 绩效管控四个方面。因此集团战略管控是企业集团实现整体战略计划目标、优化 资源配置、强化内控以及确保财务安全和预算目标的卓有成效的,系统化的解决 方案与企业管理执行机制,是达到企业集团战略预期目标的集中体现。 本文首先通过对Y市建设投资集团(以下简称建投集团)的介绍、并根据建 投集团的历史发展进程以及利用SWOT方法和加以对如今建投集团战略管控的 现状进行分析,得出了建投集团战略管控存在的问题以及对应的原因。其次,本 文对建投集团战略目的、原则进行了分析,并从组织、流程、制度以及绩效四个 角度分析企业集团战略的结构要素,并以此为依据提出如何建立和完善建投集团 战略管控的措施。 本次研究根据建投集团在新时期国有企业改革中出现诸如法人治理结构不 健全,缺乏明确的战略规划和实施措施,以及相关的战略管理保障手段的空白等 问题,构建和设计出对建投集团战略的管控体系。通过研究发现企业集团战略管 控的主要方面在于有效的发挥“组织管控、流程管控、制度管控以及绩效管控” 在战略管控体系中的重要作用,重点突出法人治理及组织结构优化、战略管控流 程规划和实施以及集团的信息体系建立,注重制度建设和审计体系建立,完善企 业的绩效考核体系以及关键节点的控制,并结合动态、静态管控来完成建投集团 战略管控体系的建立。建投集团战略管控体系的建立将填补集团在战略管控中的 空白,完善集团的法人治理结构,完善组织架构,促进母子公司的协同性,定位 集团的企业管理模式,提高企业集团运营效率,增加发展动力,提高员工工作效 率,使集团能够在激烈的市场竞争中持续和快速的发展。此研究为建投集团管控 体系提供了相应的理论基础和实践意义,对于相类似的地方性国有企业集团的战 略管理和企业发展提供参考借鉴和帮助。 关键词:战略管控;管控体系;战略能力 Abstract Ⅱ Abstract Strategiccontrolisnowthemodernenterprise'scontrolsystem,withthecompany long-termdevelopmentstrategyasthegoal,usingdiversifiedtechnology.Thesystem isoveralltheintegrationofmodernmanagementcontrolsystem-"organization- process-system-performance",andthusinstaticanddynamic,thetwokindsof managementwaystoaccomplishtheestablishmentofparent-subsidiarycontrol system.Thekeypointsofthegroup'sstrategiccontrolaretheorganizationcontrol, processcontrol,systemcontrolandperformancecontrolofparent-subsidiary companies.Therefore,thegroup'sstrategiccontrolisafruitful,systematicsolution andenterprisemanagementexecutionmechanismfortheenterprisegrouptoachieve theoverallstrategicplangoals,optimizeresourceallocation,strengtheninternal controlandensurefinancialsecurityandbudgetgoals,andacentralizedembodiment oftheexpectedgoalsoftheenterprisegroup. ThispaperfirstlyintroducestheconstructionoftheinvestmentgroupinYcity (hereinafterreferredtoastheConstructionInvestmentGroup),andanalyzesthe currentsituationofthestrategicmanagementandcontroloftheconstruction investmentgroupbyusingSWOTmethodandaccordingtothehistorical developmentprocessoftheconstructioninvestmentgroup,andconcludestheexisting problemsandcorrespondingreasonsofthestrategicmanagementandcontrolofthe constructioninvestmentgroup.Secondly,thispaperanalyzesthestrategicpurpose andprinciplesofthegroup,andanalyzesthestructuralelementsoftheenterprise groupstrategyfromtheperspectivesoforganization,process,systemand performance. Thisstudyconstructsanddesignsthemanagementandcontrolsystemforthe strategyofConstructionInvestmentGroupaccordingtotheproblemssuchas unsoundcorporategovernancestructure,lackofclearstrategicplanningand implementationmeasures,aswellastheblankofrelevantstrategicmanagementand guaranteemeasuresinthereformofsoesinthenewera.ConstructionInvestment Groupstrategycontrolsystemwillfilltheblankofthegroupinthestrategiccontrol andimprovethegroup'scorporategovernancestructure,perfecttheorganizational structure,promotethesynergisticeffectofparent-subsidiary,positioninggroup enterprisemanagementmode,improvetheoperationalefficiencyofenterprisegroup, increasethedevelopmentpower,enhancestheworkingefficiencyofthestaffs.The groupwillcontinuetodeveloprapidlyinthefiercemarketcompetition.Thisstudy providesrelevanttheoreticalbasisandpracticalsignificanceforthemanagementand controlsystemofConstructionInvestmentGroup,andprovidesreferenceandhelpfor thestrategicmanagementandenterprisedevelopmentofsimilarlocalstate-owned enterprisegroups.
