近年来，市场上出现医院对融资租赁公司进行招标的业务模式，不 仅要求融资租赁公司承担提供融资租赁服务的职能，还要替代医疗设备 供应商向医院直接供应设备。在该业务模式中，融资租赁公司不仅要承 担医院还款能力和还款意愿的风险，还需要承担设备交付、设备维修、 交易合规等风险。虽然目前该模式业务在市场上较少出现，但随着医院 严格控制设备采购成本和融资租赁成本，对融资租赁公司招标的业务模 式将会被越来越多的医院采用。研究该模式业务的风险管理，是融资租 赁公司赢得业务并控制好风险的关键。 本文以SD医院对融资租赁公司招标为例，分析LH融资租赁公司根 据该业务模式的风险特征，剖析如何通过对商务操作风险、信用风险、 利率风险、交易合规风险、设备损毁风险的分析并采取风险管理措施， 减小风险发生的可能性和风险可能的损失程度。根据对风险管理措施， 创新交易结构。结合项目实施情况，评析风险管理效果，并对租赁期内 存在的问题提出风险管理改进意见。 希望通过本文的研究，能对今后该类型特殊交易结构的项目，提供 风险管理和交易结构搭建方面的借鉴，把控好风险，赢得业务机会。 关键词：直接融资租赁，风险管理，医院，医疗器械 RESEARCHONRISKMANAGEMENTOF MEDICALFINANCELEASING —BASEDONTHECASEOFSDHOSPITAL ABSTRACT Inrecentyears,hospitalshavebeenbiddingforfinancialleasing companiesinthemarket,whichnotonlyrequiresfinancialleasingcompanies toassumethefunctionsofprovidingfinancialleasingservices,butalso replacemedicalequipmentsupplierstosupplyequipmentdirectlyto hospitals.Inthisbusinessmodel,thefinancialleasingcompanynotonlyhas tobeartheriskofhospitalrepaymentabilityandrepaymentwillingness,but alsobearstherisksofequipmentdelivery,equipmentmaintenance,and transactioncompliance.Althoughthemodelbusinessisrarelyseeninthe marketatpresent,withthehospitalstrictlycontrollingequipment procurementcostsandfinancingleasecosts,thebusinessmodelforbidding byfinancialleasingcompanieswillbeadoptedbymoreandmorehospitals. Studyingtheriskmanagementofthismodelbusinessisthekeytofinancing leasingcompaniestowinbusinessandcontrolrisks. ThispapertakestheSDhospital'sbiddingforthefinancialleasing companyasanexampletoanalyzehowtheLHfinancialleasingcompany analyzestheriskcharacteristicsofbusinessoperationrisk,creditrisk,interest raterisk,transactioncomplianceriskandequipmentdamageaccordingtothe riskcharacteristicsofthebusinessmodel.Takeriskmanagementmeasuresto reducethepossibilityofriskoccurrenceandthepossiblelossofrisk.
