摘要
融资租赁项目风险管理是融资租赁公司经营中的核心内容之一。融资
租赁的兼具金融和产业特征的业务特点决定了融资租赁项目的风险分布
于项目实施的全过程。对于融资租赁企业來说,深刻理解融资租赁的业务
特征和与之相对应的风险特征,建立健全项目风险甄别、风险控制和管理
机制,完善内部项目风险控制制度,强化外部项目风险管理手段,是当务
急。
我国融资租赁企业曾经存在的项目风险管理意识淡薄、项目风险管理
手段落后、经营环境局限等状况已经成为融资租赁行业发展的制约因素。
本文分析融资租赁项目风险产生机制,并剖析了融资租赁的8个项目风险
类别,针对各项目风险类别,探讨融资租赁项目风险管理和控制的6个基
本策略,S卩:风险规避策略、风险分散策略、风险转移策略、风险补偿策
略、风险抑止策略、风险消化策略,并针对项目风险的形成机理,将分布
于不同阶段的项目风险类别进行识别,提出了项目风险管理策略协同安排
的思路,通过-种或者多种策略和措施的综合运用,在事前、事中、事后
等阶段识别、化解和控制风险,来提升对融资租赁项目的风险管理能力。
本文结合实际,以作者所在的YD国际粗赁有限公司FZ医院项目为案例,
阐述了针对融资租赁各类风险,实施风险管理策略协同安排的经验和体
。

Abstract
The risk management for financial leasing project is one of the business
operation focuses in the financial leasing companies. Possessing both
financing and industry business features, the financial leasing projects have
potential risks in the whole implementation process. Therefore,it is essential
for the financial leasing companies to set up a system, based on a
comprehensive understanding of the business features and the corresponding
risk features, for risk identification, control and management, to farther
improve the internal risk control process as well as to consolidate the
external risk management work.
The development for the financial leasing industry was restricted
because of the lack of risk management sense, the outdated risk management
methods and the business conditions limitation .This article analyzed the
mechanism for the financial leasing project risk reasons, and introduced in
detail 8 risk categories. For different kinds of risks,6 principles for financial
leasing project risk management and control were correspondingly introduced.
They were risk evasion principle, risk pooling principle, risk shifting
principle, risk compensation principle, risk control principle, and risk
absorbing principle. The writer identified the risks in different project phases
with the help of risk production mechanism, and thereafter came up with an
idea of project risk management strategy, to identify, resolve and control the
risk at the pre-phase, middle-phase and latter-phase bv using one or more
strategies or measures 1 he FZ hospital project in the YD Leasing company
v\as given as an example in the article, and the experience in applying the
risk management synerg\ while facing different risk types was introduced.
