2015年,我国政府与国务院正式通过并推行了深化国有企业改革的相关指 导意见,为解决国有企业存在的一些亟待解决的突出矛盾和问题提出了解决意见, 明确了国有企业转型升级的方向。2018年,江西省出台了《关于进一步深化国有 企业改革和发展的若干实施意见》,该意见提出要创新驱动发展、加快产业结构 调整等举措为省内国有企业市场化发展提出了新的要求,也带来了良好的改革发 展机遇。国有企业在我国社会主义市场几十年的经济发展中摸索着成长,探索出 了一条具有特色主义的发展道路。但面对未来更加严峻的市场环境,国有企业要 取得成功离不开发展思维的创新,经营理念的创新,还需要更加科学的战略管理 和切实有效的管控模式。 现在,国有企业面临着非常严峻的外部环境,且随着各个行业的快速发展, 企业在经营过程中所面临的竞争压力也是非常大的,所以,本文以一家地方性国 有投资运营公司--J市国资运营投资控股集团公司(下简称J市国控集团)为例, 阐述了J市国控集团的基本情况、发展历程,详细分析了J市国控集团外部环境 及内部资源的关键因素,以相关理论为基础,并采用SWOT分析模型、文献研究、 比较研究等多种工具和方法,详细分析了J市国控集团所面临的内外部环境,从 而更加深入的了解公司目前所面临的优势、劣势、机会以及威胁,并以此为依据 制定完善的发展战略。 通过深入的研究与分析发现,企业在经营与发展过程中,是很容易受到内外 部环境因素的影响的,所以,企业在未来发展中,必须要积极主动的适应新的发 展经营环境,不能被动适应,及时找出自身发展中所存在的问题,并及时采取相 应的解决措施,为企业的可持续发展奠定更加坚实的基础。 作为地方性国有资本投资运营公司中的一份子,J市国控集团的发展战略具 有一定的研究价值和代表性,借其为例管中窥豹,能够更加深入的挖掘地方国有 企业今后的发展脉络,对于地方国有企业的发展来说有着非常重要的意义。希望 通过本文的研究,对国有投资运营公司的发展战略研究具有一定的参考价值。 关键词:战略管理;国有企业;核心竞争力;国有投资运营 IX Abstract In August 2015, the guiding opinions on deepening the reform of state-owned enterprises adopted by the CPC Central Committee and the State Council put forward solutions to some outstanding contradictions and problems existing in state-owned enterprises, and defined the direction of transformation and upgrading of state-owned enterprises. In 2018 Jiangxi Province issued several implementation opinions on further deepening the reform and development of state-owned enterprises. The measures implemented in the opinions, such as innovation driven development and accelerating the adjustment of industrial structure, put forward new requirements for the market- oriented development of state-owned enterprises in the province, and also brought good opportunities for reform and development. State owned enterprises are groping for growth in the economic development of China's socialist market for decades, and exploring a development path with characteristics. However, in the face of more severe market environment in the future, the success of state-owned enterprises can not be achieved without the innovation of development thinking and management concept, but also requires more scientific strategic management and effective management and control mode. At present, the state-owned enterprises are facing the external environment will continue to change rapidly and complex situation. From the micro level, this will bring significant strategic opportunities and new challenges for the development of state- owned investment companies. Therefore, this paper takes a local state-owned investment and operation company, J city State-owned assets operating investment holding group co., LTD (hereinafter referred to as J city state-owned holding group) as an example, expounds the basic situation and development process of J city state-owned holding group, analyzes in detail the key factors of the external environment and internal resources of J city state-owned holding group, takes into account the concept of environmental adaptation, industrial organization, resource-based theory, etc., and applies them comprehensively The SWOT analysis model of enterprise strategy, Boston matrix, literature research, comparative research and other tools and methods are introduced. The internal and external environment of J city state-owned holding group is analyzed in detail. The company has a deeper understanding of the advantages, disadvantages, opportunities and threats existing in the current stage, and puts forward the strategy suitable for the development of the enterprise at the current stage. X Through the analysis and research, the author believes that in the future, enterprises should pay attention to avoid the complete passive adaptation, and actively forge ahead on the basis of fully understanding and giving full play to the advantages of enterprises, and strive to create a new situation of development in the new era. Specifically speaking, we should take advantage of policy and market opportunities to eliminate the disadvantages of our own physical resources, financial resources, human resources, corporate cultural resources, and strategic management capabilities. At the same time, we should not exclude the possibility of realizing leapfrog development by taking advantage of opportunities such as government resource integration, listing financing, industry merger and reorganization. As a part of the local state-owned operation and investment company, the strategic choice of J city state-owned holding group has certain research value and representativeness. Taking it as an example, we can gradually dig out the strategic development vein of the local state-owned investment and operation company, and have a scientific, normative and feasible strategic planning and response strategy for the company and the similar local state-owned investment company The enlightening function.
