咨询水平,为建筑行业提 供更优质的服务。 A企业作为全国首批全过程工程咨询试点企业,正在积极开展全过程工程咨询服务 工作。目前A企业亟需对自身全过程工程咨询服务能
力有清晰的认识,明确企业全过程 工程咨询服务的改进方向,因此,建立客观公正的评价体系来衡量A企业全过程工程咨 询服务能力进而为企业的改进方向提供思路和方法显得尤
为重要。 本文首先介绍了研究背景、研究目的及意义,明确了全过程工程咨询的含义,重点 整理了全过程工程咨询的特征及其服务能力等相关内容;之后,在深入了解A企业具体
情况的基础上,与业内专家进行访谈,明确在全过程工程咨询中企业应具备的核心能力。 通过对访谈结果的整理分析,最终为A企业的全过程工程咨询服务能力构建了一套客观 公
正的评价指标体系。该体系共有1个目标层指标,4个准则层指标,19个指标层指标。 接着,本文通过邀请多位专家对这些指标进行打分,以确定指标的重要程度,并运用层 次分
析法计算出各指标的权重。评价指标体系由客观性指标和主观性指标两部分构成, 本文以准确性和可靠性为原则、以全过程工程咨询服务能力相关标准为依据来确定客观 性指标
的分值;通过对A企业全过程工程咨询团队进行问卷调查来确定主观性指标的分 值,对确定的主观性指标数据进行信度检验,以保证数据的有效性。最后,运用模糊综 合评价法计
算获取的全部数据,从而得到评价结果并进行评价结果分析。基于该结果, 本文对A企业全过程工程咨询服务能力在基础条件、团队协作、组织管理以及信息化应 用等方面给出提
升对策。 关键词:全过程工程咨询;服务能力;模糊综合评价法 摘要 II Abstract With the rapid development of Construction Industry (CI), the single consulting
service provided by traditional Engineering Consulting (EC) companies cannot adapt to the needs of the current CI. To address this problem, the EC companies
must introduce a creative engineering consultation model, whole process engineering consultation, to their consulting services. Specifically, applying the
whole process engineering consultation requests the EC companies to adjust, reorganize, and integrate various professional resources (e.g., design, bidding,
supervision, and cost) into their operations. As a result, not only can EC companies improve their consulting services, but they also can further prompt CI
development. As the first batch of the pilot company of whole process engineering consultation, company A has been actively carrying out whole process
engineering consultation. Currently, A must clearly understand the capability of its whole process engineering consultation service, and offer a direction to
improve this service. Hence, it is essential to establish an objective and fair evaluation system for measuring A’s capability, and further provide insights
and methods of the consulting service improvement for all relevant companies. In this paper, we first present the background and research motivation: (a)
clarifies the definition of the whole process engineering consultation, and (b) summarizes the capability of relevant consulting services and the unique
features of the whole process engineering consultation. We then delve into A’s unique characteristics, and interview experts in what the company’s
essential abilities for the whole process engineering consultation are. After analyzing the interview results, we finally construct an evaluation index
system of whole process engineering consultation service for company A. This evaluation index system includes one index for goal, four indices for criteria,
and nineteen indices for Index layer. The importance of these indices is scored by multiple experts. With such importance scores, we calculate each index’s
weight via the Analytic Hierarchy Process (AHP).Our evaluation index system comprises an objective index and a subjective index. We obtain the objective
index by taking into account the principle of accuracy and reliability, and assign a score to it by following the capability of whole process engineering
consultation. We obtain the subjective index through a questionnaire survey for company A’s engineering consulting team. With the credence test, we ensure
the effectiveness of the collected survey results, and apply the fuzzy comprehensive evaluation to obtain the final evaluation results. Finally, based on
these evaluation results, we propose solutions for improving the capability of A’s whole process 摘要 III engineering consultation service in Basic
