首页用纸 毕业论文题目: H公立医院绩效管理方案研究 会计硕士专业2016级硕士生姓名:王茜 指导教师(姓名、职称): 吕伟副教授 摘要 在我国的医疗卫生服务体系中,公立医院一直处于主导位置,与公众的生活 息息相关。近几年,医务人员待遇、医患关系、过度医疗等等一直是社会热门话 题。这是由于我国目前的医疗服务能力和人民持续增长的医疗需求不匹配造成的。 虽然我国的医院医疗技术水平在不断提高,甚至达到国际水准,但是在管理能力 方面许多公立医院还落后于发达国家。因此,公立医院的管理水平和管理方法逐 渐受到人们的重视,公立医院的绩效改革也引起越来越多人的探索。这些变化都 是在政府和市场的双重推动下导致的。 一方面,随着医疗改革的不断深入,政府发布许多文件和规定,一直在鼓励 和引导着公立医院进行绩效工资改革;另一方面,市场经济也在推动着公立医院 重视其内部管理。面对市场竞争压力和市场需求,公立医院如果一直故步自封, 只会被市场所淘汰。绩效管理在帮助公立医院实现正确目标,提高医院运行效率, 激励职工为实现医院战略而努力等方面都有着重要作用。但是,现在许多公立医 院在实施绩效管理制度时,仍然错误地把绩效考核与绩效管理等同起来,因此没 有发挥绩效管理真正的作用。 因此,本文运用文献研宄法和案例研究法等研究方式,将D市H公立医院 作为调研对象,通过访谈、查看文件、观察等方法收集H公立医院绩效管理的 实践情况,并且结合相关理论,为H公立医院重新设计一套绩效管理机制。本 文希望在研究过程中,能够帮助公立医院寻找到正确目标使命,端正目标,实现 公益性本质。并为其提供实现战略目标的途径和方法。扭转过去公立医院对绩效 管理的错误看法,帮助医院正确运用绩效管理来提高医院的运营效率和绩效水平。 I总体来说,本文一共分为六部分: 第一部分整理了政府对于公立医院实施绩效改革的相关政策和实践情况,说 明本文研究的理论意义和现实意义。同时对本文使用的研究方法、全文的研究框 架进行阐述,并对国内外己有的文献资料进行整理概述。 第二部分主要解释和介绍了绩效管理的有关概念,流程以及使用工具。 第三部分介绍我国对事业单位的定义和类型,我国公立医院的存在使命,并 整理了国内外公立医院绩效管理的实践情况,分析我国医院在绩效管理方面存在 的问题,吸取借鉴国外优秀的管理方法和措施,总结特点,作为后文构建和优化 H医院绩效管理体系的理论基础。 第四部分选择D市H公立医院作为案例研究对象,研宄其目前绩效管理实 践状况以及存在的问题。 第五部分在前文梳理总结的理论基础和国内外文献资料的基础上,结合H 医院现有状况和自身特点,为H公立医院重新构建一套系统的绩效管理体系, 设立绩效考核指标。最后,为确保新绩效管理体系在医院能够有效实施,提出相 配套的保障举措。 第六部分结论总结,并且针对论文中欠缺的地方进行反省,最后对公立医院 绩效管理进行研究展望。 【关键词】公立医院绩效管理考核指标 n南京大学研究生毕业论文英文摘要首页用纸 THESIS:TheResearchonthePerformanceManagementSchemeofH PublicHospital SPECIALIZATION:MasterofProfessionalAccounting POSTGRADUATE:WangHan MENTOR:AssociateProfessorLvWei ABSTRACT Publichospitals,asaveryimportantpartofChina!smedicalandhealthcare servicesystem,arecloselyrelatedtothelivesofthepeople.Inrecentyears,the treatmentofmedicalpersonnel,therelationsliipbetweendoctorsandpatients,and excessivemedicaltreatmenthavealwaysbeenveryhottopicsinsociety.Tliisis becausethecun*entmedicalandhealthservicecapacityillChinadoesnotmatchwith theincreasingdemandformedicalandhealthservices.Altlaoughthelevelofhospital medicaltechnologyinourcountryiscontinuouslyimproving,evenreaching internationalstandards,manypublichospitalsarestillbehindthedevelopedcountries intermsofhospitalmanagementcapabilities.Therefore,themanagementleveland managementmethodsofpublichospitalshavebeengraduallypaidmoreattentionto bytheexpertsandscholars,andthemanagementperformancereformofpublic hospitalshasalsocausedmoreandmorepeopletoexploreandtryit.Inaword,these changesarecausedbythedoublepushofthegovernmentandthemarket. Ontheonehand,withthecontinuousdeepeningofthemedicalreforminour country,thegovernmenthasissuedmanydocumentsandregulationstoencourageand guidethereformofperformance-basedwagesinpublichospitals.Ourgovernment requirespublichospitalstocombinethecharacteristicsofthemedicalprofessionto mestablishasuitablesalarysystemforpublichospitals.Thesalarysystemcanreflect thevalueofmedicaltechnology,improvetheincentiveandconstraintmechanism.So itcanfullymobilizetheenthusiasmofthemedicalstaff.Finally,itwillgradually promotethescientificandstandardizeddistributionofperformancepayinpublic hospitals,andensureandreflectthepublicwelfareofpublichospitals.Ontheother hand,themarketeconomyisalsopushingpublichospitalstoattachimportanceto theirinternalmanagementefficiency.Withtheincreasingnumberofprivatehospitals, themarketshareofprivatehospitalsisgraduallyexpanding.Privatehospitalsbring greatmarketcompetitionpressuretopublichospitals.Inthefaceofmarket competitionpressureandmarketdemand,publichospitalswillonlybeeliminatedby themarketiftheyhavebeenstuffy.Theseallpromotethepublichospitalsto reunderstandthemselves,changetheoldmanagementmodel,paymoreattentionto theinternaloperationefficiencyandmanagementofthepublichospitals,andimprove themedicallevelandservicequality.Therefore,underthejointactionofthe governmentandthemarket,itisimperativetoreformtheperformancemanagement systemofpublichospitals.Performancemanagementplaysanimportantrolein helpingpublichospitalsachievetheclearandaccurategoals,improvetheoperation efficiencyofpublichospital,andmotivateemployeestostrivefortherealizationof publichospitalstrategies.However,manypublichospitalsdonotestablishareal performancemanagementsystem.Theystillerroneouslyequateperformance appraisalwiHxperformancemanagementintheimplementationofperformance managementsystem.Soitdoesnotplayarealandusefolroleinperformance management.Inregardtotheperformancemanagementtheoryofpublichospitals, scholarshavepaidmoreattentiontoandstudythesettingofperformanceassessment indicatorsandtheexplorationofthewayofperformancewagedistribution.Thereis nocompleteandrecognizedmethodandsystemforthewholeperformance managementsystemofpublichospitals. Therefore,thispaperadoptsliteratureresearchmetliodandcasestudymethod, andusesHpublichospitalinDcityastheresearchobject,andcollectsthepracticeof IVperformancemanagementofHPublicHospitalthrougliinterviews,viewing documents,observationmethods,andsoon.Thispapercombinesperformance managementrelatedtheoriesandredesignsanewsetofperformancemanagement systemforHpublichospital.Onthebasisoftheadvancedpracticeandexperienceof foreignhospitals,thispaperredesignsacompletesetofperformancemanagement systemtosolvetheexistingproblemsintheperformancemanagement.Itfurther enrichestheperformancemanagementtheoryofpublichospitals.Thisarticlehopes thatintheprocessofresearch,itcanhelppublichospitalsfindthecorrectand accuratetarget,correcttheirgoals,andrealizethenatureofpublicwelfare.And providethemwithwaysandmeanstoachievetheirstrategicgoals.Rectifythewrong viewonperformancemanagementinpublichospitalsinthepastandhelppublic hospitalsuseperformancemanagementcorrectlytoimprovehospitalmanagement.
