摘 要
随着全国事业单位工资制度改革的推进,医院也纷纷建立起自己的绩效工资
制度,但是考核结果并不理想。到底应该建立怎样的绩效考核体系,才能真正发
挥出绩效考核的作用,这就是本文研究的起点。
本文首先对绩效及绩效考核的概念进行了界定,介绍了绩效考核的方法及指
标权重确定的方法,并对国内外绩效考核的研究现状进行了理论梳理,为论文的
展开奠定理论基础。然后从实证研究的角度出发,以 KY 医院为例,通过对其绩
效考核现状存在的问题进行分析,并根据问卷调查法的数据,结合平衡计分卡,
重新选取并确定绩效考核指标体系,再采用层次分析方法对指标进行赋权,从而
构建出 KY 医院的绩效考核体系。
最后本文介绍了基于平衡计分卡的绩效考核体系应用的几点要求,同时阐述
了本文的主要结论及展望。

With the reform of the salary system to promote national institutions, hospitals
have established performance pay system, but the result is not ideal. How to set up the
performance appraisal system is the starting point of this study.
Firstly the paper defines the concept of performance and performance appraisal,
and introduces the method of weighting methods of performance evaluation and index
determination, and the present the domestic and foreign performance evaluation
theory, they laid the theoretical foundation for the paper. Then the paper from the
perspective of empirical research, puts KY hospital as an example, and analyses its
performance appraisal present status and problems, according to the survey data,
combined with the balanced scorecard, to select and determine the performance
appraisal index system, and using the analytic hierarchy process to empower the index,
in order to build a KY hospital performance appraisal system.
Finally the paper introduces some requirements of performance evaluation
system based on the application of the balanced scorecard, and expounds the main
conclusions and prospect.
