I 洋山保税港区建立国际中转集拼中心可行性研究 摘要 作为全国首个“区港一体”保税港区,洋山保税港区成为上海主 动适应世界贸易形势发展需要、不断提高参与国际竞争能力的前沿阵 地。2009 年国务院关于加快建设上海国际金融中心和国际航运中心 的意见(国发 19 号文)出台,赋予洋山保税港区探索建立国际航运 发展综合试验区的重要使命;同年浦东南汇两区合并,洋山保税港区 成为新浦东“三港三区”联动发展战略中的重要组成,一举成为建设 上海国际航运中心、深化浦东综合配套改革的主战场和核心功能区, 为更好地发挥洋山保税港区功能,为自由贸易实验区的转型发展提供 基础。经历多年的滚动发展,洋山保税港区凭借得天独厚的区位资源 禀赋、最为优惠的税收政策以及最具活力的功能创新平台,成为上海 加快建设国际航运中心和国际金融中心的核心功能区域,形成了以保 税物流产业为基础,商品展示、保税期货交割、船舶融资租赁等新功 能项目集聚的联动发展格局。然而在洋山保税港区的发展进程中,国 际中转功能的不足成为其发展的短板与掣肘。 本文将在浦东综合配套改革的时代背景下,以建设洋山保税港区 国际中转集拼中心为突破口,从创新保税物流海关监管格局出发,探 索搭建公共性的集拼操作平台,优化完善海关物流监控及通关服务措 施,为洋山保税港区更好地承接全球产业转移、参与世界资源配置、 推动上海国际航运中心建设提供有力支持。 关键词,洋山保税港区,国际中转,集拼中心,可行性摘要 II STUDY ON THE FEASIBILITY OF ESTABLISHING INTERNATIONAL TRANSIT CONSOLIDATION CENTER IN YANGSHAN BONDED PORT ZONE ABSTRACT As the country's first port area bonded harbor area, the Yangshan bonded port area has the highest level in our country at present, the optimal policy, most complete function, location advantages, the most obvious resources endowment conditions become Shanghai actively adapt to the world trade situation development needs, and constantly improve the forefront of participate in international competition ability. In 2009 the state council on speeding up the opinions of the construction of Shanghai international financial center and shipping center (guo fa no. 19), gives the yangshan bonded port area to explore to establish comprehensive experimental zone of international shipping development important mission; Pudong nanhui districts to merge in the same year, the yangshan bonded port area became the new pudong port of the three areas linkage development strategy the important component, as the construction of Shanghai international shipping center, deepen the comprehensive reform of the main and core functions in the pudong new area, to better play to the function of yangshan bonded port area, create conditions to accelerate the construction of Shanghai international shipping center. After years of rolling , Yangshan Bonded Port Area with regional resources be richly endowed by nature, the most preferential tax policies as well as the most dynamic function innovation platform, become the core functional area of speeding up the construction of Shanghai international shipping center and international finance center. It formed a bonded logistics industry as the foundation, commodity display, bonded futures delivery, ship financing leasing new project cluster development pattern. However, in the development process of the lack of Yangshan Bonded Port Area, international transit function become a short board of its development . This written report will be in the background of the Pudong comprehensive reform, with the construction of Yangshan Bonded Port International Transit consolidation center as the breakthrough point. From the perspective of innovation of bonded logistics customs supervision pattern, exploration builds public the consolidation operation platform, optimization and improvement of customs logistics monitoring and clearance service measures. In order to undertake the global industrial transfer in the world and to participate in the world the allocation of resources .Also it will promote the construction of Shanghai international shipping center .
