随着社会经济的发展,企业人力资源管理逐渐被企业重视起来,并成逐渐变为企 业管理的一项重要内容。企业人力资源管理的核心是绩效考核,而绩效考核的核心环 节,是设计出一套有效的绩效考核体系,最大程度上激发企业员工的积极主动性,提 升员工对企业和工作的满意度,使企业在激烈的市场竞争中获得人力资源管理方面的 竞争优势。因此,构建一个有效的科学的基于企业现状的绩效考核方案,目前已经成 为摆在企业人力资源管理者面前的一个重要课题。 论文以 D 石化总厂物业管理中心为研究对象,以绩效考核理论为指导,通过问卷 调查、访谈、实地考察等方式对 D 石化总厂物业管理中心的绩效考核现状进行了全面 的调研,以此了解物业管理中心最真实的绩效考核情况。在对问卷调查得到的数据进 行统计分析之后,研究发现物业管理中心目前的绩效考核方案存在六个方面的问题, 即绩效考核主体过于单一、绩效考核方法偏于简单、绩效考核指标设计不够科学合理、 负责考核的工作人员专业性较差、考核信息沟通不顺畅、考核结果应用不到位。通过 深入分析,论文认为存在这些问题的原因有三点,即历史遗留原因、管理人员观念传 统和管理人员认识不足。为此,论文提出了对 D 石化总厂物业管理中心绩效考核的优 化设计方案。论文先是对物业管理中心的总体战略目标进行层层分解,在借鉴平衡计 分卡思想的基础上从四个维度设定考核的 KPI 关键绩效指标,然后运用配对比较法确 定考核指标的权重,并据此设计出了相应的绩效考核表。为增强考核结果的客观性和 公平性,论文借鉴 360 度绩效反馈评价原则扩大了考核评价主体。最后,论文拓展了 绩效考核评价结果的应用范围,并相应设置了绩效考核优化方案实施的配套保障措施。 绩效考核优化方案在 D 石化总厂物业管理中心的实施,是在物业领域对绩效考核 优化的一次探索,对于同行业企业的学习借鉴有着非常重要的意义,同时,此次研究 在提高我国国有企业效益、促进我国国有企业健康协调可持续发展等方面具有一定的 指导意义和现实意义。 关键词:D 石化总厂;物业管理中心;绩效考核;人力资源管理东北石油大学 MBA 学位论文 II Research on Optimization of performance appraisal in D Petrochemical Complex Property Management Center ABSTRACT Like natural resources, human resources are the source of social wealth and play a decisive role in the process of social wealth creation. With the development of society and economy, people are more and more aware that manpower is a kind of resource and it is necessary for the creation of social wealth. Therefore, human resource management has been paid more and more attention by enterprises and it has become the core work of enterprises. The essence of modern market economy competition is talent competition. The rational use of human resources determines the production efficiency of enterprises. Performance appraisal is an important part of human resource management. How to design their own performance appraisal system, How to maximize the enthusiasm and initiative of employees, How to improve employee satisfaction so that enterprises can get the competitive advantage of human resources management, are all the core of enterprise human resources management. Equitable and objective human resources performance assessment plays a vital role in the maintenance of employee loyalty and the healthy development of enterprises. Therefore, constructing a set of scientific and effective performance appraisal scheme based on the status of enterprise has become an important topic in front of enterprise human resources managers. This paper took the Property Management Center of D Petrochemical Complex as the research object. Instructed by the performance appraisal theory, this paper made the comprehensive investigation on the status of the enterprise performance appraisal through the questionnaire survey, the interview and the on-the-spot investigation. After analyzing the data obtained from the questionnaire survey statistically, it was found that there were some problems in the Property Management Center. In view of these problems, this paper put forward the optimization scheme of performance appraisal of D Petrochemical Complex Property Management Center. The implementation of the optimization scheme in the D Petrochemical Complex Property Management Center has important significance for the enterprises in same industry.
