工程建设可行性研究在工程实施的前期工作中占有极为重要的地位,是一 种广泛应用的工程技术论证方法,可行性研究的成果直接关系到工程决策的成 败,在具有投资大、投资风险高、技术复杂程度高、建设投资时间长及建设 过程不可逆性的工程中,是一项重要工作。 本文以黑龙江省讷河市西出口公铁立交桥(跨越齐齐哈尔至漠河铁路)工程 可行性研究为研究对象,根据项目的自身特点,从经济、技术、环保、交通量 等不同方面对该项目进行可行性研究论证。 本文较为系统的介绍了可行性研究的目的、意义、内容和具体操作方法。 首先对建设项目区域情况的介绍,从项目概况、影响区域经济的社会发展现 状、交通运输现状及发展趋势、项目所在环境的总体与区域路网规划、本项目 在区域路网中地位作用等几个方面进行了分析研究。然后在对建设区域基本情 况研究的基础上,对工程相关道路现状交通量进行调查与分析,通过交通量预 测的理论和方法,得到分析结果,为项目建设提供参考和依据。最后从技术标 准、建设条件、建设方案比选与工程规模出发,研究论证讷河西出口公铁立交 桥工程项目建设的技术可行性和合理性。通过对项目资产的估算,设计具体实 施方案,在具体数据基础上得到项目经济合理性的研究。同时从经济、土地利 用、工程环境、节能已及对社会影响等几个方面,论述工程项目对周边环境和 国民经济的影响。 本文从工程项目可行性研究理论出发,通过项目论证和数据分析,对讷河 市公铁立交桥项目的工程可行性问题进行科学估算,并根据估算结果提出解决 方案和相关建议,确定工程项目的建设是必要的,同时也对其他地区公铁立交 项目建设也具有一定的参考意义。 关键词:公铁立交桥项目;可行性研究;经济评价;社会评价;交通量预测 哈尔滨工业大学工程硕士学位报告 - II - Abstract Project construction feasibility study plays a significant position in the preliminary work of the implementation in the project which is a widely used approach in the field of engineering and technology demonstration. It is an important work that means the results of the feasibility study is directly related to the success of the project, especially in the project of large investment, high investment risk, a high degree of technical complexity, construction investment for a long time and the irreversibility construction. In this paper, according to the characteristics of the project,the research object is the project feasibility study on Nehe City in Heilongjiang province located on the West Exit of Railway Cloverleaf Junction (across Mohe to Qiqihar Railway) which carried out a feasibility study in different aspects of the economic, technical, environmental, traffic, etc. This paper systematically introduces the purpose, significance, content and the specific operation method the offeasibility study.First,the paper introduces the situa- tion of the construction of the project area, from the Project Overview impact on the current situation of regional economic and social development, traffic situation and development trend of transport, generally regional road network planning projects where the environmental status of the project, and several aspects has carried on the analysis and research in the region road network function and so on. second , it is based on the basic situation of building a regional study on current situation of the relevant road traffic engineering investigation and analysis, through theories and methods of traffic forecast to get the analysis results which provide reference and foundation for the project; third ,the feasibility studies program based on the technical standards, construction conditions, mandatory construction and the engineering scale to research and demonstrated the feasibility and rationality on Nehe which lies on the West Exit of Railway Cloverleaf Junction in construction project; the rationality of the research project basis on the specific data, through estimation of project assets and the specific implementation plan; it discussed the influence on the surrounding environment and the national economy which the project brings in, several aspects such as the economic, the land utilization, engineering environment, energy conservation and so on. The paper based on the project feasibility study theory, Scientific estimated the feasibility of Nehe City Railway Cloverleaf Junction project through demonstration projects and data analysis, and proposed the solutions and recommendations based on estimates of the rail overpass construction projects, it is necessary that the 哈尔滨工业大学工程硕士学位报告 - III - construction of the project is determined,and it also has certain reference significance to the Railway Cloverleaf Junction project construction of the other regions.
