随着巡察工作在全国范围内的展开，H 省各市县参照中央与省委巡视工作做 法，相继探索开展了巡察工作，在拓宽监督视野、夯实基层党内监督，发现并进 一步解决群众身边的不正之风和腐败问题等许多方面取得了明显成效。巡察是巡 视工作向市县延伸的一种有效方式，是市县党委落实管党治党政治责任的有力抓 手和重要保障，有利于增强党的领导、党的建设，推进全面从严治党向基层延伸， 有利于进一步密切党群干群关系，督促基层完善制度、推动改革，有利于全方位 修复基层政治生态，为建设经济强省提供坚强政治后盾和保障。 本文旨在通过分析 H 省巡察工作开展的现状，归纳总结出影响其有效性的各 项因素，在此基础上，通过信息不对称理论法和层次分析法对巡察工作中遇到的 问题进行分析，找出在巡察前、巡察中和巡察后的三个阶段中，每一阶段所存在 的不同问题，以及影响巡察工作有效性的关键性因素，确定各项因素的权重，并 结合实际工作有针对性地整理出较为科学的对策。探索一条符合 H 省实际情况的 道路，促进巡视巡察的全面覆盖，形成全省纵向全链接、一盘棋的态势。 关键词，市县巡察；政治巡察；层次分析法Abstract The inspections by the city and county committees have been carried out nationwide,by following the work of the Central and Provincial Party Committees,the Party committees of cities and counties in H province successively explored and carried out the work which have broadened the horizons of supervision,strengthened grassroots supervision,and promoted solutions to the unhealthy tendencies and corruption issues surrounding the masses.The inspection is an effective way to extend inspection work to cities and counties. It is a powerful grasp and important guarantee for the municipal and county Party committees to implement the Party's political responsibility to govern the Party. It is conducive to strengthening party leadership and party building, and promoting comprehensive and strict governance of the party to the grassroots. The extension will help close the relationship between the party and the masses, urge the grassroots to improve the system,and promote reforms,which will help to comprehensively repair the political ecology of the grassroots,and provide strong political support for building a strong and economic province. The purpose of this paper is to analyze the current situation of the work in H Province,and summarize the various factors that affect its effectiveness.On this basis, the information asymmetry theory and the Analytic Hierarchy Process are used to analyze the problems encountered in the work. Find out the different problems in each stage of the three stages of inspection,inspection and post-inspection,as well as the key factors affecting the effectiveness of the inspection work,determine the weight of each factor, and find out scientific countermeasures. Exploring a road that conforms to the actual situation in H Province, and promoted the formation of a full coverage of the patrol inspection, full vertical link, and a game in the province.Thus,promoting the formation of a full-scale coverage of this work across the province.
