近年来,随着改革开放的不断深入,我国政府在机构改革、转变政府职能上 作了许多有益的探索和实践,并取得了些成果,而社会各界也对政府绩效逐渐开 始给与越来越多的关注。在这种背景下,政府绩效的内涵已不再是传统计划经济 体制下的只关注计划目标的完成情况,而更多地开始关注计划目标完成的经济性、 效率性以及效果性;不仅是管理,而更多地体现为服务;绩效考核的对象也不仅 是个人,而且延伸到组织。由此,对于衡量政府执政成果的重要工具—政府绩效 评估的作用凸现出来。 近年来,各地政府逐步开展了一些绩效评估活动,如深圳市政府绩效审计, 河北省政府干部实绩考核等等。但是,这些政府绩效评估的研究与实施更多的着 眼于省、市级政府,对于我国较为基层组织的县一级政府的绩效评估活动涉及甚 少,因此对县级政府绩效评估进行讨论具有相当的现实意义和实用价值。 出于上述目的,本文从江坪县政府绩效评估的实际出发,结合相关理论,对 江坪县政府绩效评估进行研究。本文共分为五个部分,第一部分是绪论,介绍本 文的研究背景、提出问题和研究意义,并提出研究方法和本文的研究框架;第二 部分是相关理论综述及研究现状分析,对相关理论和研究现状进行分析,为后文 的问题分析提供理论基础;第三部分是江坪县政府绩效评估现状的调查分析,在 解释了研究江坪县的目的之后,主要对其概况介绍,对其绩效评估现状进行问卷 调查,发现其存在的问题并对问题进行深入分析,并依据分析结果形成对江坪县 政府绩效评估实施改进的思路,为后文提出改进建议提供依据;第四部分提出基 于江坪县实际情况的绩效评估改进建议绩效评估实施的改进意见,主要从江坪县 政府绩效评估的理念更新、评估体系完善和评估结果运用三个方面进行研究,并 根据江坪县的实际情况和前文的改进思路提出相应的改进意见,对绩效评估实施 过程需要注意的其它问题也作了分析;第五部分为结论,对本文的研究成果、研 究局限和未来的研究方向进行了综合阐述。 本文的研究成果对县级政府、尤其是现状类似于江坪县的同级政府改进现有 绩效评估体系、提高自身政府绩效具有一定的指导作用;同时,对我国其它级别 的政府、行政部门、事业单位等较为基层机关单位构建和完善自身的绩效评估体 系,也有现实价值和借鉴意义。II 关键词,江坪县政府 绩效评估 评估理念 评估体系 结果运用III ABSTRACT In recent years, with the continuous deepening of reform and opening up, China's government institutional reform, the transformation of government functions made many useful exploration and practice, and has achieved some results, and the community on the Government Performance also gradually began to give more and more concern.
