中国作为一个发展中的人口大国,生活服务区及安置房的建设将始终是我 国现代化进程中一个带有全局性、战略性的重要问题。随着我国经济的高速发 展,城市规划区内因旧区成片改造、政府投资项目的建设规模不断增大,这些 改造和建设项目所涉及到的拆迁居民和农民数量大幅度增长。我国现有的安置 房数量已远不能满足被拆迁人的需求。因此新建更多高品质的拆迁安置房、不 断满足拆迁户的需求已迫在眉睫。 本文开始部分介绍了项目建设可行性理论国内外发展和运用的现状,重点 综述了可行性研究理论以及住房补贴理论。本文随后对 HL 地区红旗社区棚户 区建设的必要性进行了分析研究,着重采用项目建设投资评价方法对本项目的 投资估算及资金筹措模式以及项目财务方面的清偿能力进行了可行性的论证, 同时运用风险管理理论的方法探讨了本项目在投资建设中可能存在的风险以及 风险的规避措施。最后整体的对湘潭市 HL 地区红旗社区棚户区建设项目进行 了可行性分析评价,最终得出结论。 关键词:棚户区;经济评价;风险管理;可行性II Abstract As a developing populous country, the living area and the construction of resettlement housing will always be important issues for China's modernization process, with an overall and strategic.
