建设项目可行性研究报告是建设前期工作的重要步骤,是编制建设项目设计 任务书的依据。对建设项目进行可行性研究是基本建设项目管理中的一项重要的 基础工作,是保证建设项目以最小的投资换取最佳的经济效果的科学方法,可行 性研究在项目投资决策和项目运作建设中具有十分重要的作用。 目前在编制建设项目可行性研究过程中还存在着一定的问题,本文在分析目 前建设项目管理领域在编制《建设项目可行性研究》过程中存在问题的同时,指 出了今后的改革和发展方向,并结合实例对本文的研究内容和主要结论进行辅 证。本文的主要结构和研究内容如下: 首先作者简单的介绍了建设项目可行性研究的发展简史,主要分析了国外和 国内两部分,并在第一部分简要的介绍了当前可行性研究报告编制中存在的主要 问题和可行性研究报告的作用和本文的研究方法、成果和意义。 第二部分作者详细地介绍了我国目前《建设项目可行性研究》报告编制过程 中存在的市场预测粗糙和抬高收益、忽视风险分析、方案比较简单、投资主体不 明、重速度轻质量、咨询队伍素质较低、市场机制不健全等问题,为研究今后的 规范化管理和改革提供一定的铺垫。 第三、四、五部分作为本文的重点内容,在这三部分中作者主要是结合相应 的已有理论研究并结合本人多年的工程项目管理经验,提出了《建设项目可行性 研究》编制过程应该考虑的主要内容和基础参数与投资估算等关键问题的考虑步 骤和方法,为今后我国《建设项目可行性研究》的规范化管理提供一定的参考, 同时在内容上尽可能做到完整和数据采集有理有据;作者还指出了今后我国《建 设项目可行性研究》今后改革和发展的方向,并提出了重视市场价格预测、考虑 通货膨胀因素、将价值工程理论引入可行性研究等相关的意见和建议。 第六部分最后在理论研究的同时作者又引用了本人参与的工程项目建设实 例来进行展开叙述以充实本文的研究成果。 第七部分提出了今后我国《建设项目可行性研究》的发展前景和一些有待进 一步研究和解决的问题。 关键词:工程咨询;建设项目;可行性研究;规范化管理ABSTRACT The construction projects feasibility study is a very important stage before the whole construction project. It is also the necessary basis of making the construction projects design program. The research on the construction projects feasibility is not only an important and basic work in the fundamental construction management, but also a scientific method for the optimum effectiveness at the expense of the least investment.Therefore, it takes a great role in the investment policy-making and the project-running. There are still many problems in the process of studying the construction projects feasibility at present. In this paper, we firstly analyze the problems that exist in the construction projects feasibility study in the present construction projects management field. Then, the relevant research is made and a case analysis is given to prove the research results. At last, the future reform and development directions are presented on the basis of the above research conclusions. In this paper, the main contents are summarized as follows: First, simply introduce of the development history including the domestic part and the foreign part is made. And then, the problems that exist in the present construction projects feasibility study are simply described. In addition, the function of feasibility research, the research method, results and the significance of the work are also discussed. Second, in this part, the author concretely describes some questions that exsit in the process of the present the construction projects feasibility study in our country. For instance, the rough market prediction, the overestimation of the profit, the neglect of the risk analysis, the simpleness of schemes, the amphibolous of the investors, low quality, the low quality of the consults, unhealthy market mechanism and so on. The analysis is helpful for the research of the standardized management and reform in future. The third part, the fourth part and the fifth part are the main contents of this paper. In these three parts, the author puts forward the main content that should be considered in the process of the construction projects feasibility study and some key problems about the procedure and the method in the basic parameters selection and the investment estimation process. This work will offer some references to ourcountry’s standardized management in future. Meanwhile, we make the content integrated and the data reliable as possible as we can. Besides, this paper also presents the future reform and development directions and some useful opinions and suggestions. It advises that we should pay attention to the market price prediction, consider the inflation factor, introduce the value engineering theory into the feasibility research, etc. Sixth, in this part, the author gives a construction project case which the author participates in. It not only proves the research results above but also enriches the content of this paper. The last part put forwards the development prospect of the construction projects feasibility study in future and some problems that need to be researched and solved in future.
