I 摘要 为适应国家西部大开发和四川中小城镇建设的需要，邻水县的城市建设正迅 速发展，作为城市基础设施配套工程的城市污水处理工程的兴建，对改善城市环 境，提高人民生活质量，促进地区经济发展具有重要意义。但是邻水县丰禾镇的 城市排水基础设施落后，城市污水收集系统很不完善，原有的污水处理厂已接近 饱和将不再满足实际的需要；同时还有部分城市污水未经处理直接排入小西河， 水环境污染日趋严重。为促进邻水县社会经济的发展，改善人民生活质量，在邻 水县丰禾镇投资建设污水处理工程显得十分的必要的。邻水县丰源水务投资有限 责任公司受邻水县渝兴环保有限公司的委托，在对邻水县丰禾镇城镇市政设施现 状、拟建污水处理工程场地进行实地踏勘的基础上，提出邻水县丰禾镇污水处理 工程建设项目的投资建设。 本文结合笔者在邻水县丰源水务投资有限责任公司多年的工程管理经验，以 及对污水处理等方面项目建设都非常的了解和熟悉，依据广安市邻水县城市基础 设施建设总体规划指导方针，本着邻水县水质环境治理的需要，提出了邻水县丰 禾镇污水处理工程建设项目的可行性研究分析，以充分论证在广安市邻水县的丰 禾镇污水处理工程建设项目的必要性、技术实用性、财务可行性及风险可控性等。 纵观全文共分六章对邻水县丰禾镇污水处理工程建设项目的可行性研究进行 了探讨分析。首先阐述了报告研究的背景及意义、主要内容及方法的基础上并归 纳和总结项目管理、项目可行性研究的相关理论和研究发展现状；然后对整个邻 水县丰禾镇污水处理工程建设项目进行了介绍；紧接着从市场的规模、厂址的选 择、工艺技术的设计以及节能及环境保护方面对其项目方案进行了可行性的论证； 并从投资估算及资金筹措、财务综合评价、工程效益评等角度对其项目的投资效 益进行了分析；以此同时还从项目风险管理的角度对其项目的投资建设进行了风 险的识别、评价和防范应对的研究探讨并最终得出整个邻水县丰禾镇污水处理工 程建设项目可行性研究的结论。 从某种程度上说，本文对邻水县丰禾镇污水处理工程建设项目的可行性研究 为项目的投资建设提供了具有价值的参考。 关键词，污水处理工程，工程建设，项目管理，可行性研究，风险管理ABSTRACT II ABSTRACT In order to meet the country's western development and the construction of small towns in Sichuan, urban construction Linshui fenghe town is developing rapidly, as the construction of urban infrastructure projects of urban sewage treatment works, to improve the urban environment, improve people's quality of life economic development, promoting regional significance.
