I 摘要 自“十三五”规划实施以来,我国宏观经济发展稳定,供给侧结构改革不 断推进。基于此,高速公路公司业务发展迎来了较好的发展时机。基于宏观政 策角度,党的十九大提出了建设交通强国目标,具体指出了我国要构建以铁路、 公路、水路为主的基础设施交通网络。中央经济工作会议进一步深化了当前经 济发展的实际形势,经济发展已由高速度转为高质量的发展阶段。基于行业发 展角度,交通运输是行业经济发展的基础。随着当前消费结构的不断完善和升 级,产业也随之面向新发展高度,客货运输在供给和需求方向均发生着变化, 可谓转型发展的时机与动力均已充足。基于江西省这一视角,江西正在大力优 化产业结构布局,改善战略投资方向,优化战略投资目标,引导资金合理投资 和重点投资,实现产业升级,提升经济实力。 江西赣粤高速公路股份有限公司(以下简称“赣粤高速”)是江西省唯一一 家公路类上市公司。在上述宏观与行业微观环境之下,赣粤高速结合自身实际 发展情况,清楚的认识到传统的战略发展模式对当下的公司发展可能已不合时 宜,尤其在公司面临转型升级和产业升级面前。收入结构单一,新的利润点尚 未形成,多元化经营格局尚未完全形成,旧经营模式下存在众多亏损点和利微 点。故而,当前及今后的时间里,强化行业竞争力、营造崭新赢利点,打开多 元化经营格局成为赣粤高速转型升级的重中之重。 以赣粤高速公司作为研究对象,本文首先以战略管理及多元化发展战略理 论作为支撑,对理论进行了相关分析。其次,结合当前已有高速公路企业多元 化发展的战略措施,对赣粤高速公司内部资源及外部环境进行了详细分析。进 一步,运用了 SWOT 分析方法对公司的优势劣势和机遇挑战进行了更详细了解。 最后结合公司实际情况得出公司多元化发展战略的目标和具体实施措施,并针 对公司多元化发展的措施提出一系列保障措施。通过对赣粤高速公司多元化战 略的研究,进一步明确企业的发展方向和目标措施,亦可为同类型公司的多元 化模式开展提供借鉴。 关键词:战略发展、赣粤高速、多元化战略ABSTRACT II ABSTRACT Since the implementation of the 13th Five-Year Plan, China's macroeconomic development has been stable, and supply-side structural reforms have continued to advance. Based on this, the development of expressway company business has ushered in a good development opportunity. Based on the macro-policy perspective, the 19th National Congress of the Communist Party of China put forward the goal of building a strong transportation country, and specifically pointed out that China should build an infrastructure transportation network based on railways, highways and waterways. The Central Economic Work Conference has further deepened the current economic development, and the economic development has turned from a high speed to a high-quality development stage. Based on the development of the industry, transportation is the foundation of the economic development of the industry. With the continuous improvement and upgrading of the current consumption structure, the industry is also facing a new development level, and passenger and cargo transportation are changing in both supply and demand directions. It can be said that the timing and driving force for transformation and development are sufficient. Based on this perspective of Jiangxi Province, Jiangxi is vigorously optimizing the industrial structure, improving the strategic investment direction, optimizing strategic investment objectives, guiding rational investment and key investment, realizing industrial upgrading and enhancing economic strength. Jiangxi Minyue Expressway Co., Ltd. (hereinafter referred to as “Yuyue Expressway”) is the only road listed company in Jiangxi Province. Under the above-mentioned macro and industry micro-environment, Ganyue Expressway combined with its actual development, clearly recognized that the traditional strategic development model may be out of date for the current company development, especially in the face of the company's transformation and upgrading and industrial upgrading. The income structure is single, the new profit point has not yet formed, and the diversified business structure is still fully formed. There are many losses andABSTRACT III profit points under the old business model. Therefore, in the current and future time, strengthening the competitiveness of the industry, creating new profit points, and opening up a diversified business structure have become the top priority of the transformation and upgrading of the Fujian-Guangdong Expressway. Taking the Ganyue Expressway Company as the research object, this paper firstly analyzes the theory with the strategic management and diversified development strategy theory as the support. Secondly, combined with the current strategic measures for the diversified development of expressway enterprises, the internal resources and external environment of Ganyue Expressway Company were analyzed in detail. Further, the SWOT analysis method was used to understand the company's strengths and weaknesses and opportunities and challenges. Finally, based on the actual situation of the company, the objectives and specific implementation measures of the company's diversified development strategy are drawn, and a series of safeguard measures are proposed for the company's diversified development measures. Through the research on the diversification strategy of Ganyue Expressway Company, the development direction and target measures of the enterprise can be further clarified, and the diversified model of the same type of company can also be used as a reference.
