根据国内外经济环境，国家政策以及广东省政府的各项有利措施，本文对广晟农场 项目开发模式进行探讨。在“新农村建设”、“双转移”和“休闲度假时代来临”等时 代背景新形势下，对项目的开发既是挑战，也是机遇。结合项目自身所处的区域环境、 区域发展状况以及未来项目开发愿景，本项目的开发将从三个方面首先探讨进行有效地 资源整合的机遇，通过开发实现广晟企业的开发愿景。 本商业计划书将通过全面的分析对英德广晟农场进行了全新的定位，确立了以项目 区域优势资源为基础，抓住社会主义新农村建设和广东省双转移契机，打造以休闲旅游 产业和高效农业为核心，集高效蔬菜种植、丝绸加工、商务会议、体验观光、休闲度假 功能于一体的产业休闲城区，打造成一个创新型“农业+工业+旅游”三位一体的“三产 带动发展示范区”。本项目规划为三大功能园区及八大项目区，三大园区为休闲旅游、 高效农业区、工业园区，八大项目为高效农业种植基地、高效蔬菜基地、青少年教育基 地、农业休闲、高档休闲度假村、现代农庄、丝绸产业园、循环产业园。 文章在具体内容安排上将具体从项目建设的背景和必要性，宏观经济和城市经济研 究三个角度对其可行性进行研究，然后针对该商业项目进行定位，提出规划方案，接着 在此基础上进行投资估算与投资计划，财务效益分析，经济社会效益评价，风险分析与 对策，等等，希望对广晟集团在项目开发上提供借鉴和参照。 关键词，广晟农场；三产带动型发展；示范区；商业计划书II ABSTRACT According to domestic and international economic environment ， combined with national policies and conducive measures to the Guangdong Provincial Government， this paper discuss the developmental schema of Guangcheng farm project. In the background of New Rural Construction，Double-shift and leisure era，the project faces both challenges and opportunities. Combined with the regional environment of project itself and the vision， this paper will discuss firstly in three aspects of effectively integrating resources and opportunities， through the development to achieve the development vision of Guangcheng Group. The business plan will cover a comprehensive analysis of the Yingde Guangcheng farms to relocate its position， to establish the resource-based advantages， to seize the building of new socialist countryside and the Guangdong Provincial double-shift opportunity to build a leisure traveling industry and efficient agriculture as the core set of high vegetable and silk processing， battery recycling manufacturing， business meeting， experience tourism， and leisure functions in one of the industry， Leisure City， playing create an innovative Agriculture + Industry + Tour of three-industry-led development demonstration areas.
