珠海(揭阳)产业转移工业园的战略定位是以“生态之园,特色之城”为理念,以生 态吸引好项目,以好项目发展更好地保护生态,构建揭阳西部生态型新兴工业城。一方 面以设立专门工业园的形式承接和提升珠海市和本市其他区域的产业转移,另一方面, 根据市场需要和产业发展的比较优势等具体情况,自主选择和发展具有战略支柱意义的 主导产业。其功能结构是圈层结构,内圈层是科技研发功能,中圈层是居住、公共服务 功能,外圈层是生产功能。将“园”和“城”作为一体化考虑,纳入城市规划统筹,以园拓 业,以业兴城,实现产业发展与城市建设良性互动。 基于对珠海(揭阳)产业转移工业园首期建设和招商情况、投资环境和自然环境、 功能分区及管理体制、市场前景与招商引资、财务体制和风险监控等方面的全面剖析, 表明珠海(揭阳)产业转移工业园投资环境良好,管理模式先进,服务体系完备,功能 分区合理,投资收益高,现金流量状况良好,具有较强的盈利能力和偿债能力,投资风 险可控。因此,投资建设珠海(揭阳)产业转移工业园具有较好的社会效益和经济效益。 关键词,产业转移工业园;融资;招商引资II Abstract Zhuhai (Jieyang) Industrial Park's strategic positioning is based on the idea of an ecological park, a city with unique characteristics. Through comprehensive analysis of Zhuhai (Jieyang) Industrial Park `s first phase construction and attracting investment, the investment environment and the natural environment, functional zones and management structure, market prospects and attracting investment, financial system, risk control, human resources development plan and the park`s culture construction, it shows that Zhuhai (Jieyang) Industrial Park`s investment environment is great, management and advanced service system is complete, functional zones is reasonable, Income of investment is high, cash flow is good, has strong profitability and solvency, investment risk can control.
