在持续推进城市化建设的背景下，公平地保障城乡居民生活质量成为目前 最基本的任务和急需解决的问题。实现城乡居民最低生活保障制度一体化已经 成为发展趋势。目前，我国一些经济较发达的地区已经实现了城乡低保制度一 体化，取得了良好的社会效益。近些年，郑州市经济水平得到了显著提升，进 入了国家中心城市建设队列，从财政收入到人力资源等各方面都走在全省首位， 城乡之间的差距也越来越小，在郑州市实行城乡居民最低生活保障制度一体化 能对该趋势在全国的大力推广做出很好的榜样并打下了坚实的基础。 本文首先介绍了全国城乡居民最低生活保障制度的探索与实践，陈述了我 国推动城乡低保制度一体化取得的现实成果，并重点分析了对郑州市参考价值 较大的长沙市实现城乡低保制度一体化的经验，为郑州市实现城乡居民最低生 活保障制度一体化作参考目标。之后通过历年数据与资料的分析对比，对郑州 市现行的城乡居民最低生活保障的制度保障、保障标准、管理模式以及财政投 入四个方面进行了系统的分析，并阐述了消除现有差异，实现郑州市城乡居民 最低生活保障制度一体化是很有必要的。随后分析了郑州市城乡居民最低生活 保障制度一体化实施的可行性。分述了目前实现城乡低保制度一体化具备的统 筹城乡发展的大背景、地方政府财政收入提升、基层低保管理能力增强等有利 条件与市级低保建设理念落后、资金筹措机制不够健全、低保动态管理能力较 弱等制约因素，以及通过转变城乡低保建设理念、加大农村低保资金投入、完 善城乡低保监督机制、健全经济状况核对机制等有效途径打破制约。希望通过 对上述内容的分析，能提出一些推进郑州市城乡居民最低生活保障制度一体化 尽快实现的方法。 关键词，郑州市，最低生活保障制度一体化，可行性分析II Abstract In the context of continuous promotion of urbanization, the fair guarantee of the quality of life of urban and rural residents has become the most basic task and the urgent problem to be solved. The integration of urban and rural minimum living security system has become a trend of development. At present, some more developed areas in China have realized the integration of urban and rural low insurance system, and have achieved good social benefits. In recent years, the economic level of Zhengzhou city has been significantly improved, entered the queue of national central city construction, from the aspects of fiscal revenue to the human resources are the first in the province, the gap between urban and rural areas is more and more small, the model of minimum life security system integration is the trend in the country to promote urban and rural residents in Zhengzhou City, and lay a solid foundation. This paper first introduces the exploration and practice of urban and rural residents of the minimum subsistence guarantee system for the statement of our country to promote the real achievements of the urban and rural system integration, and focuses on the analysis of Zhengzhou City, the city achieved a larger reference value of Changsha system between urban and rural integration experience, realize urban and rural minimum living security system integrated into target for reference Zhengzhou city. Through comparative analysis of historical data and information, security system, the minimum living guarantee of urban and rural residents in Zhengzhou City, the current security standards, management mode and financial investment in the four aspects of the system analysis, and discusses the elimination of the existing differences, implementation of Zhengzhou urban and rural residents minimum living security system integration is very necessary.
