国务院在 2017 年印发的《新一代人工智能发展规划》提出了加快新时代我国新一代人工 智能发展、部署构筑我国人工智能发展的先发优势、加快建设创新型国家和世界科技强国的 新的要求。在传统 IT 产业向智能产业时代迈进的潮流中，作为国家首批的“中国软件名城”， 南京市软件产业集聚效应显著。自布局“一谷两园”以来，软件产业其对经济增长的拉动作 用日益显著。软件产业集群内知识信息的流动和关系的联结促成了创新网络的产生，创新网 络的不断发展成长将反作用于以创新为核心的软件产业。在此背景下，要想加快南京市软件 产业的布局建设、提高南京市软件产业的发展水平，研究南京市软件产业集群创新网络的构 建、特征和它对产业集群内企业创新的影响，总结创新网络的形成以及在运行发展过程中存 在的问题与不足，为当地政府部门有针对性地提出完善创新网络结构和促进创新网络发展及 合理规划软件产业布局的策略建议，将是一个具有实践意义的路径。 基于以上背景，本文选取南京市软件产业集群为研究对象，首先通过国内外相关文献、 理论分析，确立了研究基础；其次基于合作专利数据结合产业自身特点，使用社会网络分析 方法及 GIS 绘图法分析南京市软件产业的创新网络结构特征和创新网络尺度。同时，通过对 南京市软件产业园区的实地调研，研究了创新网络特征和创新环境与集群内企业创新绩效的 关系；最后，基于文献和实证研究结果，为南京市软件产业集群创新网络的运行及推动产业 创新、促进产业发展提供对策建议。 关键词: 创新网络，软件产业，产业集群，社会网络分析II Abstract The development plan for the new generation of artificial intelligence issued by the state council in 2017 puts forward new requirements for accelerating the development of the new generation of artificialintelligenceinChinainthenewera,establishingfirst-moveradvantagesforthedevelopment of artificial intelligence in China, and accelerating the construction of an innovation-oriented country and a scientific and technological power in the world. In the trend of traditional IT industry stepping intotheeraofintelligent industry,as oneofthefirst batchofChina's famous softwarecities,nanjing softwareindustryhas significant agglomerationeffect. Sincethelayout ofonevalleyandtwoparks, the software industry has played an increasingly significant role in driving economic growth. Driven by new technologies, new business forms and new models such as cloud computing, big data, blockchain and artificial intelligence, the industryhas entered a new round of innovation and activity. The flow of knowledge information and the connection of relations in software industry cluster contribute to the creation of innovation network. The continuous development and growth of innovationnetworkwillreactonthesoftwareindustrywithinnovationasthecore.Inthisbackground, to speed up the layout of the construction of nanjing software industry, improve the level of the development of the software industry of nanjing, research building of nanjing software industry cluster innovation network, characteristics and its influence on enterprises in the industrial cluster innovation, summarizes the formation of innovation network, and the problems in the development process and shortage, for the local government department puts forward to perfect the innovation network structure and promoting the development of innovation network and reasonable layout planning software industry policy Suggestions, will be a practical path. Based on the above background, this paper selects nanjing software industry cluster as the research object. Firstly, it establishes the research foundation through relevant literature and theoretical analysis at home and abroad. Secondly, based on the cooperative patent data and the characteristics of the industry, the paper USES the social network analysis method and GIS mapping method to analyze the innovative network structure characteristics and innovative network scale of the software industry in nanjing.
