根据我国资源、环境的制约因素,开发利用土地资源,特别是海岸线的合 理开发利用,对于像天津等担负着与外界主要的经贸往来及货物运输的沿海城 市,具有深远意义。 建设和开发临港产业区,在天津港以南海域,通过围海造陆,建成一座设施 先进、积聚效益突出、生产生态良性发展的国际化临港新城,使它为临港工业区 的基础设施建设和滚动开发提供强有力的支持,对于开发建设滨海新区以及天津 经济的建设发展意义重大。 本文以项目建设的形式,对于天津港以南海域围海造陆和配套基础设施,进 行方案策划和经济可行性分析,并且进行财务评价、国民经济评价、经济贡献评 价和风险分析,并且提出风险辨识方法和防范措施。方案策划中对于临港产业区 成陆进程、功能分区进行了较为合理的设想。提出了 2 个方案并且对这两个方案 分别进行了较为详细的经济可行性分析和论证。针对分析和论证结果,提出了较 优方案。在结论与建议部分针对融资和成本控制等方面提出了建议。对于天津临 港产业区的开发建设具有借鉴意义。 关键词, 临港产业区 围海造陆 投资 财务评价ABSTRACT According to the constraints from resources and environment of China , the development and utilization of land resources, especially the rational development and utilization of coastlines, has far-reaching meaning on costal cities such as Tianjin , which are responsible for main trade and goods transportation with outside. The Construction and development of industrial area near the port— — by making land from the sea , build an international new city near port with advanced facilities , prominent accumulation benefit and fine progress of produce and zoology in southern sea area of Tianjin port , which will greatly support the construction and continued development of infrastructure in the industrial area —— is of great importance to exploitation of new Binhai district and economic development of Tianjin . By way of project contrustion, this paper designs the scheme and analysed the economic feasibilities of building land from southern sea area of Tianjin port and its infrastructure. It also has financial evaluation, national economy evaluation,economy evaluation and risk analysis. Risk identification method and countermeasure were put forward, too. The designed scheme conceices the land formation progress and sectorization rationally . Two schems were raised with detailed economy feasibility analysis and demonstration independently. More excellent scheme was educed against the analysis and demonstaation result. Suggestions on finacing and cost control were also raised in part of conclusion and suggestion. It will act as a refrence to the development and costruction of the industrial area near port of Tianjin .
