2007 年 12 月,国务院批准了长沙、株洲、湘潭城市群为全国资源节约型 和环境友好型社会(简称“两型社会”) ,建设综合配套改革试验区。但是由于 历史等原因,两型社会示范区之一——昭山区虽然地理位置得天独厚但是却没有 得到科学开发,以致该区成立前其基础设施落后,水质管理差,一直以来防洪排 泄的能力差,水患频繁给当地造成了巨大的经济损失,也影响了人民的正常生活 秩序。在昭山区水利综合治理项目开始前,必须花一定的时间、物力、财力和人 力来做可行性研究,以此对项目是否可行进行评估,以减少项目投资决策的失误。 可行性研究是在项目拟建之前,项目投资单位通过对与项目有关的市场、资 源、环境、经济和社会等方面方面的内容进行全面的分析论证和评价,从而确定 项目是否可行。 本文首先介绍了项目建设可行性研究理论国内外发展和运用的情况,并重点 概述了项目管理理论以及项目投资评价理论。随后本文利用项目管理理论对昭山 示范区水利综合治理项目的建设的必要性进行了研究分析,在此基础上本文运用 项目建设投资评价方法对本项目的投资概算、资金筹措方式以及项目财务方面的 盈利能力、偿债能力的可行性进行了论证,最后对昭山示范区水利综合治理项目 进行了整体的可行性分析评价,并得出结论。 关键词,两型社会;昭山区;水利综合利用;项目投资评价II Abstract In 2007 December, the State Council approved the Changsha-Zhuzhou-Xiangtan city group for the national resource-saving and environment-friendly society (referred to as the two type society), the construction of comprehensive reform pilot area. However, due to historical reasons, the two types of social demonstration area of Zhao Mountain -- although the location be richly endowed by nature but not scientific development, so that the area before the establishment of the infrastructure is backward, poor water quality management, has been the ability of flood control drainage is poor, with frequent flood to local caused huge economic losses, but also affected the people's the normal order of life. At the beginning of the comprehensive management of water conservancy project Zhao mountain before, must spend some time, material resources, financial and human resources to do feasibility study, based on whether the project is feasible for evaluation, in order to reduce the project investment decision-making mistakes. In the feasibility study of project, project investment units through the analysis and evaluation on the comprehensive aspects related to the project market, resources, environment, economic and social aspects, so as to determine whether the project is feasible. This paper first introduces the development of project feasibility research domestic and foreign theory and application, and summarizes the theory of project management and project investment evaluation. The necessity of this paper use the theory of project management and construction of the Zhaoshan demonstration area for comprehensive management of water conservancy project are analyzed, the feasibility on the basis of the evaluation method of the project investment and project construction way of raising the financial aspects of the solvency of the investment estimate and fund of the project are discussed, finally the Zhaoshan demonstration comprehensive water conservancy project management are analyzed and evaluated the overall feasibility, and draws the conclusion.
