从2010年到2018年,我国加快了民办高校改革的步伐,确立了教育高等化发 展目标,在我国社会转型的特殊时期,影响民办高校学生安全的内外部因素众多, 民办高校安全管理成为民办高校变革式发展的重要课题。近年来爆发了多起民办 高校校园安全事件,这引起教育界、社会公众的高度关注,许多学者试图从社会 环境、民办高校管理制度、民办高校安全管理队伍和大学生自身安全素养等方面 寻求答案,从而根本上解决民办高校学生安全管理问题。 本文通过文献搜集和梳理,介绍安全评价的理论基础,简介安全评价的基本 原理,列述安全评价的主要特征,概述了常见的安全评价方法,包括故障树分析 法、安全检查表评价法、预先危险分析法等等。在文献分析的基础上,笔者还对 国内民办高校进行了实地走访、调查研究,据此分析了影响国内民办高校校园安 全管理的相关因素,主要有:社会因素、制度因素、民办高校安全管理队伍因素、 环境因素、大学生安全素养因素等。然后对不同因素进行分类研究,从而更加详 实地解析引发民办高校安全事故的深层原因。随后,建立民办高校安全管理评价 指标体系。分析民办高校安全事故的一般特征,然后选定民办高校安全管理评价 的一级指标、二级指标,据此对校园安全管理进行分层评价,确保评价结果的合 理性、准确性。最后选定 A 民办高校为对象进行案例研究,采用专家调查的方法, 探究 A 民办高校存在的人身安全问题、财产安全问题、环境安全问题等,据此对 A 民办高校安全管理及防范现状进行测评。此外,通过分析调研结果,还可总结出 影响 A 民办高校安全管理的相关因素,从而有针对性地制定改善举措,包括:加 快制度建设,构建民办高校危机预防管理体系,健全校园安全管理组织,完善民 办高校安全管理体系等。近年来,我国大力推行民办高校变革,试图在新形势下 谋求发展契机,在此背景下,民办高校学生安全管理受到普遍关注,只有切实解 决危害学生安全的因素,才能维护民办高校的和谐稳定,并为民办高校各项事业 的发展奠定基础。对此,本文认为应当尽快开发健全的、符合时代特征的校园安 全评价体系,为民办高校学生安全管理提供保障。 关键词: 校园安全,安全评价,民办高校安全管理,校园安全评价体系。II Abstract From 2010 to 2018, China accelerated the pace of university reform and established the development goal of higher education. During the special period of social transformation in China, there are many internal and external factors affecting the safety of College students. Safety management of colleges and universities has become an important subject of transformational development of colleges. The level of higher education in China is constantly improving, but it is caught in the cycle of becoming and not adult of college graduates, which has become an urgent problem to be solved in the management of colleges and universities.The hierarchical characteristics of college students are obvious, which increases the uncertainty of University Safety management. The level of higher education in China has been improving continuously, But fell into the graduation of college students talent is not adult cycle,but it has fallen into the strange circle of becoming a talented person instead of becoming an adult for graduates, which has becomes an urgent problem to be solved in the management of colleges and universities. Recently, a number of campus safety incidents have erupted in Colleges and universities, which has aroused great concern from the educational circles and the public. Many scholars try to find answers from the aspects of social environment, university management system, University safety management team and students'own safety literacy, so as to fundamentally solve the problem of University Students' safety management. By collecting and combing the literature, this paper introduces the theoretical basis of safety evaluation, briefly introduces the basic principles of safety evaluation, lists the main characteristics of safety evaluation, and discusses the common safety evaluation methods such as safety checklist evaluation method, event tree analysis method, fault tree analysis method and pre-hazard analysis method. In addition to literature research, the author also conducted field visits to domestic universities, surveys and studies, and summarized the relevant factors affecting campus safety management in domestic universities, including social factors, institutional factors, factors of University Safety Management team, environmental factors, factors of University Students'safety literacy, and so on. Then, it classifies different factors, so as to analyze the underlying causes of safety accidents in Colleges and universities in more detail. Subsequently, the evaluation index system of University safety management is established. This paper analyses the general characteristics of safety accidents in Colleges and universities, and then chooses the first-level and second-level indicators of safety management evaluation in Colleges and universities, and evaluates the campus safety management in different levels, so as to ensure the rationality and accuracy of the evaluation results. Finally, select A University as the object of case study, using the questionnaire method, to explore the problems of personal safety, property safety, environmental safety and so on in A university, and then evaluate the safety management and prevention status of A university. In addition, through the analysis of the results of the questionnaire, we canIII also summarize the relevant factors affecting the safety management of A university, so as to formulate targeted improvement measures, including speeding up the system construction, building the crisis prevention management system, improving the campus safety management organization, and improving the safety management system of colleges and universities. The management team of colleges and universities is responsible for frequent safety accidents in domestic colleges and universities. In recent years, our country has vigorously promoted the reform of colleges and universities, trying to seek opportunities for development under the new situation. Under this background, the safety management of college students has attracted widespread attention. Only by effectively solving the factors that endanger the safety of students, can we maintain the harmony and stability of colleges and universities and lay a foundation for the development of various undertakings of colleges and universities. In this regard, this paper argues that we should develop a sound campus safety evaluation system in line with the characteristics of the times as soon as possible to provide security for the safety management of College students.
