自 1978 年以来，职业教育改革发展在我国取得了巨大的进步，中、高等职业 教育快速发展，职业教育院校职业技术教育能力明显提高，边产边教、校企联合不 断深入开展，职业教育中社会企业的参与度不断提高，中高级职业教育衔接能力不 断提高。 所谓可行性研究，是指在拟投资建设项目决策实施之前，经过详细的调查、研 究、取证等与拟建设项目密切相关的自然、技术、经济、社会等内容，将可能采取 的投资和建设的方案在社会效益和经营效益等方面进行预测和比较，最后结合预测 结果，综合考量拟建设项目的可行性和必要性，包括技术、经济、社会、建设条件 等，最终为项目投资建设决策提供最为准确、科学的依据。本报告拟在结合过往相 关理论研究的基础上，结合部分文献，研究职业教育在 PPP 模式下融资的可行性， 通过对拟投资建项目的立项、审批、物有所值论证、债务承受能力论证，从而得出 高密市职业教育学校 PPP 项目融资模式的可行性研究结果。 关键词，PPP；职业教育；可行性III Feasibility Study on the Application of PPP Project Finacing Mode in a Vocational Education School in Gaomi Abstract Since 1978, the development of occupation education reform in China has made great achievements, the rapid development of higher occupation education, occupation ability of College Foundation increased significantly, industry and education, cooperation deepening, the participation of enterprises continue to strengthen vocational convergence showing a good momentum. Feasibility study refers to before the project investment decision, investigation, research and project related to the natural and social, economic, technical data, analysis, investment and construction scheme comparison possible, prediction and evaluation of the social and economic benefits after the completion of the project, and on this basis, the necessity of comprehensive demonstration project investment, financial rationality the profit and the economy, the possibility and feasibility of technical advancement, applicability and construction conditions, so as to provide scientific basis for investment decision-making work.This thesis is on the basis of related literatures, the feasibility of occupation education research under the mode of PPP, based on the project investment plan, project technical demonstration, economic analysis and prediction efficiency, through the comparison and evaluation of multiple programs, to provide reliable basis and feasible suggestions for the project decision, so that the results of a feasibility study of Gaomi occupation education school of PPP project financing mode.
