摘要
现在,党和政府正在服务民生、调整产业结构和发展社会经济等方面积
极地做调整和改善,那么,必然会转变各个机构的社会职能。在现在这种时
代大背景下,事业单位会逐步进行改革。当前,A属于从事生产经营的事业
单位,即将进入市场体制转变为企业
事业单位转制后,需要为企业的知识型员工建立新的激励机制,这样可
提高员工的工作效率,可为企业的发展贡献更多的智慧。原事业单位的激励
方案不能起到良好的激励作用,所以本文的研究重点是为A单位重新设计一
套适合自身发展的新的激励方案
作者通过查阅文献、调查问卷、访谈、归纳、分析等方法找出了A事业
单位现行激励方案的弊端,发现知识型员工薪酬不与绩效挂钩、年度考核不
公平公正、员工提拔受限等问题。作者通过对相关理论的研究,并结合A单
位的实际情况,主要从绩效、薪酬、福利、目标、企业文化五个方面设计了
新的激励方案。新的方案体现了公正和差别化的原则,建立了绩效考核制度
和竞争机制,力争实现企业和员工共同发展、互利共赢。最后作者对A企业
激励方案的可持续发展提出了建议,随着企业的不断发展,对方案进行补充
完善才能实现激励效果的最大化
本论文研究成果对A企业知识型员工的激励方案改革具有参考价值,对
面临转企或已经转企的事业单位的管理工作具有借鉴意义

Abstract
Now, the Party and government has been very keen on adjusting and
improving the People’s livelihood, the industrial structure and the social
economy. So, the social functions of the institutions will be transformed. Under
this background, the institutions will be gradually reformed. At present, A
institution will enter the market system soon, because of production and
management activities.
After the transform of the instructions, building an effective incentive
scheme will heighten knowledgeable staff’ work efficiency and let them pull
wisdom on the development of the enterprise. The original scheme can not play
an incentive role. Therefore, the most important part of this thesis is to redesign a
new incentive scheme for A enterprise.
The writer found out the malpractices of the current scheme though various
methods including literature review, questionnaire, interview, induction and
analysis. There are many problems to deal with. For example, knowledgeable
staff’ salary is not linked up with performance, annual assessment is unfair and
promotion is blocked. After studying literature and grasping the realities, the
writer has designed a new scheme through ways like performance, salary, welfare,
target and corporate culture. The new scheme which includes performance
appraisal system and competitive mechanism can reflect fair and differentiation.
The ultimate goal is mutual benefit and win-win result. Some suggestions are put
forward for the sustainable development of incentive scheme finally. The scheme
should be improved to maximize the effect.
The research results of this thesis have reference value for incentive scheme
of knowledgeable staff from A enterprise, and also will possess great significance
to the other institutions which are facing the transform.
