摘要
通用航空产业正在成为中国经济新增长点，越来越多的资本进入到通用航空领域
笔者所在的小熊飞机制造公司是一家民营跨国通用航空器制造企业，其在美国华盛顿州
西雅图和中国大连都有生产制造基地。主要产品是CC18-180顶级小熊飞机（一种全地
形丛林短距越野飞机）及其套材等等。从去年完成对CC18-180 全部技术资产购买协议
之后开始进行质量体系建设和生产许可证的申请筹备工作到现在，笔者参与了中国大连
生产基地的质量体系建设从无到有的全部过程
但是因其行业的特殊性和高技术性，大部分企业将精力放在研发和生产上，往往容
易忽略质量体系在通航制造业中的重要地位。造成企业质量管理水平低，缺乏综合分析
和控制质量的理论和方法。然而，对于航空业而言，质量的保障更是重中之重，因为质
量的不达标造成的损失往往远高于其他行业。而且在客户心中，质量也作为首当其冲要
考虑的因素
本文将从航空业适航准入制和AS9100质量体系的结构分析入手， 通过对小熊飞机
制造公司的全面质量体系建立和实施过程的重点和要点进行阐述和深入研究，形成符合
美国联邦航空管理局（FAA）和中国民航总局（CAAC）要求的全面质量管理体系，并
编制成质量手册和完整的供应商管理体系，对小熊飞机制造公司的质量管理体系应用效
果进行分析总结，并对未来的规划及展望进行初步探讨，以便为国内其他投身通用航空
器制造领域的企业及相关行业提供有益的借鉴与参考

Total Quality Management System Application Research
in Top Cub Company
Abstract
General aviation industry is becoming a new economic growth point in China, more and
more capital into general aviation field. But, given the characteristics of the industry and high
technology, tend to ignore the important position of manufacturing quality system in
navigation. Resulting in low levels of enterprise quality management, lack of comprehensive
analysis and theory and methods of quality control.
Topcub aircraft manufacturing company is a private multinational general aircraft
manufacturing company, in the United States Washington Seattle and has a production base in
Dalian, China. Main product is CC18-180 top cub airplane (a jungle terrain short distance
cross country aircraft) and its kits and so on.
From last year through the technology asset purchase agreement starting on CC18-180
quality system construction and preparations for the production license application to the
present, the author participated in the quality system construction of production base in Dalian,
China from scratch the entire process. Because the general aviation is a hi-tech industry,
most enterprises tend to focus on research and development .They might underestimate the
importance of quality system for the industry. The lack of comprehensive analysis and theory
of quality control and methods makes the enterpriseis in a low level of quality management.
However, for the aviation industry, quality assurance is even more important, as the quality of
non-compliance losses often outweigh the costs of other industries. And for the customer,
quality is also the most importantfactor which influence their purchase decision .
Then, Topcub aircraft manufacturing company quality system established and focused on
the process of implementation and illustrates the elements and the in-depth study, formed in
accordance with United States Federal Aviation Administration (FAA) and the Civil Aviation
Administration of China (CAAC) requirements of the quality management system, and
compile a quality manual and complete supplier management system. Finally, the Topcub
aircraft manufacturing company total quality management system (TQMS) application effect
analysis of and plan for the future and explore the prospects.
General aircraft manufacturing enterprise quality management system in this paper
discussion and analysis to complete, for the other to join the General aircraft manufacturing
companies and related industries provide a useful reference and a reference.
