摘要
随着科学技术的发展,科技对经济社会发展的作用日益凸显,科技创新已经是国家
综合实力的重要标志。通过开展科技项目进行科技创新是企事业单位支持科技发展的一
项重要工作。A单位是“一校五院”国家级干部教育培训体系中唯一专门面向企业经营
管理人员的机构,是国务院国有资产监督管理委员会所属事业单位。本文以A单位为例,
从科研项目论证与评估、项目组织的形式、项目激励三方面遇到的问题以及这些问题背
后的深层次原因进行了描述和分析,旨在帮助A单位改进科研项目管理模式,为国内具
有项目管理需求的事业单位提供借鉴与思考
本文首先从成立背景、组织架构、科研项目管理情况,对A单位进行了简要介绍;
其次,描述了项目立项论证不清晰、项目管理的弱矩阵组织结构和项目成员的激励问题
三个案例。接着,通过项目管理相关理论,深入分析A单位在科研项目管理中存在的主
要问题,即:项目论证与评估的不严谨、项目组织结构的不合理和缺少必要的项目激励
最后,结合A单位实际,给出对应的解决方案。一是明确项目论证流程,绘制出项目论
证流程图;二是建立分类项目组织形式,重点项目采用强矩阵组织形式,一般项目采用
弱矩阵形式,并在A单位中恢复项目管理办公室职能;三是建立项目激励措施,从经济
性和非经济性两方面进行奖励,进而激励人才,保证项目连续优质完成

The Case Study on the Management of A Institution
Scientific Research Project
Abstract
With the development of science and technology, the role of science and technology in
the economic and social development has become increasingly prominent, and scientific and
technological innovation has been an important symbol of the comprehensive strength of the
country. It is an important work for enterprises and institutions to support scientific and
technological development by carrying out scientific and technological projects to carry out
scientific and technological innovation. A institution is only designed for enterprise
management personnel of institutions of “China’s national training system of One School,
Five Academies”, and under the direct leadership of State-owned Assets Supervision and
Administration Commission of the State Council (SASAC).Taking A institution as an
example, the deep-seated reasons from the scientific research project appraisal and evaluation,
project organization, project incentive behind three problems and these problems are
described and analyzed, designed to help A organizations improve the management mode of
scientific research projects, institutions for the domestic project management needs of
learning and thinking.
In this paper, A institution is briefly introduced from the background, the organizational
structure and the management of scientific research projects. Secondly, it describes three
cases: the problems that are not clear in project establishment, the weak matrix organization
structure of project management, the incentive problem of project members. Then, through
the theory of project management, we analyze the main problems of A institution in scientific
research project management. They are: project argumentation and evaluation are not rigorous,
project organization structure is unreasonable and lack of necessary project incentives. Finally,
the corresponding solutions are given in combination with the actual A institution. The first is
a clear demonstration project process, flow chart drawing demonstration projects; the second
is to establish the classification form of project organization, the key project of the strong
matrix organization, the general project uses a weak matrix form, and restore the function of
the project management office in A institution; the third is the establishment of project
incentives, incentives from the two aspects of economic and non-economy, and encourage
talents, ensure project quality continuous completion.
